Promoting the spirit of "serving the people"
Huu Lung Commune Police was established on the basis of merging Dong Tan Commune Police, Ho Son Commune Police and Huu Lung Town Police. With 34 villages, 7,279 households and 30,357 people, Huu Lung Commune has National Highway 1A and Bac Giang - Lang Son Expressway passing through, and is implementing many key projects, so the work of ensuring security and order faces many difficulties and challenges.
Since July 1, the Commune Police have quickly stabilized their organization and implemented all aspects of their work, without interruption, especially in handling administrative procedures to serve the people. Provincial police leaders have paid attention to arranging for the commune police to take over the old district police headquarters, ensuring a spacious office, thoughtful accommodation, and adequate equipment and facilities. The database system, transmission lines, and equipment were installed early, and the list of procedures was fully posted so that people could easily grasp the process. When there were many people coming to do the procedures, the commune police arranged additional staff to support. The officers and soldiers received the people warmly and friendly, and gave detailed instructions on the procedures for issuing, exchanging, and re-issuing citizen identification cards and vehicle registration to ensure speed and convenience. Those who were not familiar with technology were supported to fill out online applications, and police officers even went to the homes of some elderly and disabled people who could not walk to complete the procedures for issuing citizen identification cards.

Many large projects are being implemented in the commune such as Ho Son 1 Industrial Cluster, VSIP Industrial Park, Hoa Thang - Ho Son Resettlement Area..., in which some households have not agreed with the compensation plan and have not handed over the land. The commune police have coordinated with relevant units to step up propaganda, persuasion, and develop enforcement plans for cases of procrastination and non-cooperation. The area has many boarding houses, people from neighboring provinces and areas come to work as workers, traders, and often move around, so management is sometimes difficult, especially in border areas. The commune police's phone number is publicly posted to each village and residential area, and the unit is on duty 24/7 to receive reports and promptly handle them according to regulations.
The provincial police director and the head of the police investigation agency established a zalo group, and commune police chiefs reported on the security and order situation in the area every day. Any complicated problems that arose received timely instructions. Plans to carry out a peak period of drug screening and strongly suppress all types of crimes were systematically implemented, contributing to effective prevention and timely cooling of the situation. Deputy Head of Commune Police Lam Tuan Hung said that working groups directly went to the area to grasp the situation through many channels, propagated and mobilized the masses to denounce crimes, and deployed professional measures to detect and arrest criminals.

Implementing the new model, the tasks and roles of the communal police force are enhanced, requiring a sense of responsibility and determination from the commander to each officer and soldier. In daily meetings, the communal police leaders thoroughly grasp and remind officers and soldiers to improve their political qualities, professional qualifications, promote their strengths and awareness of compliance with regulations, working style, understanding and sharing with the people, being dedicated and completing assigned tasks well. Many comrades have been attached to the area for a long time, have a firm grasp of the situation, handle matters quickly, sensitively and flexibly. The unit is united, the security and order situation in the area is stable, there are only a few small conflicts due to petty conflicts and spontaneous behavior.
To gain people's trust and help
Close to the people, doing many good deeds for the people, the commune police are a solid support for the people, especially in times of difficulty and disaster. On July 12, 2025, it was raining heavily. Immediately after receiving the news that some houses in Cau Muoi area had landslides and were at risk of collapsing, officers and soldiers were present at the scene, coordinating with the local security and order team and the commune military force to support people in evacuating and moving property, minimizing damage to people and property. The elderly and children were taken to a safe place to take shelter, after transporting valuable assets, vehicles were mobilized to dig up the soil and search for buried belongings. Feeling grateful for the sincerity and hardships of the police officers, an old man sent a jackfruit from his garden to express his gratitude.

When storm No. 3 (Storm Wipha) was forecast to make landfall, Huu Lung commune police deployed 100% of their troops on duty, proactively prepared tools and equipment, and were ready to coordinate with functional units to respond and organize rescue. All areas at risk of flooding and landslides were screened, from which prevention plans were proactively developed. Officers and soldiers mobilized people to proactively evacuate, support house reinforcement, and stretch warning ropes at areas prone to landslides, large trees, and electric poles at risk of falling.
The movement of the entire people to protect national security has been widely deployed to every neighborhood and hamlet. Mass models of crime prevention and fighting such as inter-family fire prevention and fighting teams, security cameras and safe boarding houses have become increasingly effective. Local Party committees and authorities have closely directed, Party members and cadres have set an example, and encouraged their family members and residents to strictly follow the Party and State's guidelines and policies and not violate the law. Many capable and dedicated citizens have joined the security and order teams at the grassroots level, truly becoming an extension in the fight against crime.
The security and order team of Bai Vang village regularly coordinates with the police to patrol, check and grasp drug addicts, propagate to people to proactively preserve their property, participate in early mediation of conflicts and disputes, avoid "a small mistake leads to a big problem". People enthusiastically contribute opinions at meetings, actively denounce criminals, immediately report when they see a stranger with suspicious signs, and rush out to control and arrest when they hear shouts of criminals fleeing. Criminals are reckless, when traffic accidents occur, they come down to protect the scene at night without reflective vests, so the security and order team members hope to be equipped with more support tools, install more security cameras at some points to promptly detect and arrest criminals.
Secretary of the Na Dau Ward Party Cell, Vo Viet Cuong, said that the Party members are exemplary, actively working together to maintain security and order in the neighborhood, and exchanging information promptly in the Zalo group. The police officers work methodically and thoughtfully, without causing trouble or harassment, and if people do not understand, they explain thoroughly, so the people are satisfied. Secretary of the Tan Hoa Ward Party Cell, Dao Thi Long, shared that the area has many motels and service businesses. The commune police focus on checking fire prevention and fighting, motels, temporary residence and temporary absence declarations, and propagating warnings about new types of crimes, making the neighborhood peaceful and people feel secure in doing business. "The officers and soldiers are closer to the people, more closely following the people, promoting the spirit of serving the people, worthy of being people's police officers," Ms. Long expressed.

The leaders of Huu Lung commune highly appreciated the role of the commune police in advising the Party Committee and the government in directing the work of maintaining social order and safety in the area. The officers and soldiers work in a professional and disciplined manner, closely coordinating with grassroots cadres, building a solid position of people's trust, and with the help of the security camera system, the case was solved quickly. The relationship with the people became closer and when trust was built, the people were willing to join hands and contribute.
With work still being busy, in the coming time, Huu Lung commune police will continue to synchronously deploy all aspects of professional work, closely monitor areas with potential risks of security and order, proactively take appropriate measures and plans, focus on prevention work, mobilize people to actively participate in the mass movement to protect national security, strongly suppress crimes, and at the same time arrange experienced and skilled officers to receive people and resolve administrative procedures in the most convenient and fastest way, Lieutenant Colonel Doan Van Giang, Head of the commune police, emphasized.
