Previously, on the evening of October 27, floodwaters rose and overflowed the North-South railway line through Quang Tri province. To ensure train safety, railway units blocked the Sa Lung - Tien An section and organized passenger transfers from Dong Ha station ( Quang Binh ) to Dong Hoi station (Quang Tri) and vice versa.

On the morning of October 28, after the water receded, it washed away rocks, eroded the roadbed, and shifted rails in the section Km 587+800 - Km 588+000, Km 588+500 - Km 588+900 of Sa Lung bridge area. The incident affected more than 2,400 passengers.
