On August 2, the Ministry of Health, in coordination with the Vietnam Young Physicians Association and the People's Committee of Bac Ninh province, organized the launching ceremony of the program "Comprehensive healthcare access - For a healthier Vietnam by 2025", along with the implementation of the Smart Healthcare Project in Bac Ninh province for the period 2021-2030.
Strengthening primary health care is the root, digital transformation is the lever
At the launching ceremony, Deputy Minister of Health Tran Van Thuan said that this activity aims to realize the commitment of "leaving no one behind" in people's health care, especially at the grassroots health care level.
The Ministry of Health leaders emphasized that health care does not start from the hospital bed, but from the community, from the breath of daily life. When people are detected early at risk of disease, receive advice locally, and have their health monitored regularly, then the burden on hospitals, costs for families, and more importantly, the quality of life of the whole society can be truly reduced.
From that reality, Resolution No. 57-NQ/TW of the Politburo on science, technology, innovation and digital transformation is no longer an option, but a strategic breakthrough, in which healthcare is a key area.
In particular, the direction of General Secretary To Lam: "strive for every citizen to have a health check-up at least once a year" is not only a professional goal but also a humane reminder that taking care of people's health cannot wait until they are sick, and certainly cannot leave anyone behind.
In line with that spirit, the Ministry of Health has identified strengthening primary health care as the foundation, digital transformation as the lever, and universal health check-ups as a fundamental step.
"There is no longer a gap between high technology and basic healthcare, when artificial intelligence supports imaging diagnosis, when cardiovascular risk indicators, cancer, and chronic diseases are digitized and monitored on an electronic health record platform. All have been and are present, serving and protecting people's health, starting from the places closest to the people," said Deputy Minister Tran Van Thuan.

3 major orientations the Ministry of Health is implementing
In particular, at the launching ceremony, Deputy Minister Tran Van Thuan emphasized three major orientations that the Ministry of Health is implementing in the current period.
Firstly, make periodic health check-ups for the whole population a national health goal. This is a fundamental step to detect early, intervene early, and effectively prevent diseases, especially chronic diseases and non-communicable diseases right in the community, before they become a burden for hospitals and families.
Second, ensuring equitable access to health care is a consistent principle. The Ministry of Health will focus on narrowing the health gap between regions and population groups, improving the capacity of primary health care, modernizing health stations and promoting synchronous digital transformation, so that whether in urban or rural areas, people can access essential health services in a timely, humane and equal manner.
Third, build a smart provincial healthcare network, where each locality proactively creates its own digital healthcare ecosystem: electronic health records, remote examination and consultation, early disease warning, and treatment support using artificial intelligence. This is the foundation for shifting from reactive healthcare to predictive healthcare, from manual management to data-driven operations, for the health of the people.
This launching program also marks the leading role of Bac Ninh province in implementing the Project "Building smart healthcare, focusing on community healthcare in the period 2021-2030", with key contents such as: building a digital platform for national health data, managing non-communicable disease risks using AI, reorienting the grassroots healthcare network towards multi-functionality, connectivity, and proactive prevention rather than treatment.
