Affirm the leading position
Attending the conference were Permanent Deputy Minister of Education and Training Pham Ngoc Thuong, along with leaders of functional units of the Ministry of Education and Training, Vietnam Education Trade Union. The summary report of the 2024-2025 school year presented by Director of the Hanoi Department of Education and Training Tran The Cuong said: Last school year, the capital's education developed comprehensively in terms of scale and quality, demonstrating the leading position of the capital's education in the country's education career.
Hanoi has more than 2,900 kindergartens and primary schools with nearly 2.3 million students and nearly 128,000 teachers. In addition, there are 29 vocational education - continuing education centers, vocational training facilities, meeting the diverse learning needs of students in the area. The rate of public schools meeting national standards is nearly 80%.
Exams and admissions are organized safely and effectively; there is no longer a phenomenon of queuing to submit application documents and drawing lots for public schools. The quality of mass education has increased. The rate of high school graduates in 2025 is 99.75%, ranking first in the country.
Students in the capital city continue to affirm their leading position in the country with 200 students winning national prizes; 14 students winning international prizes, 6 projects winning prizes in national science and technology research competitions; and winning second prize in international science and technology competitions.
With the comprehensive results achieved, the Hanoi Department of Education and Training was awarded the First Class Labor Medal by the President in 2024; and the Hanoi People's Committee presented the Excellent Emulation Flag to the Government.
According to Mr. Tran The Cuong, besides the achieved results, the capital's education still has some shortcomings, specifically the quality of staff and teachers between inner-city and suburban schools is still different; the situation of surplus and shortage of local staff, teachers and employees has not been overcome.


Director of the Hanoi Department of Education and Training Tran The Cuong affirmed that efforts to overcome limitations to complete the tasks of the new school year are the determination of the entire sector, especially in the context of the first school year of the two-level local government apparatus operating with many changes related to education.
The entire sector is urgently preparing the best conditions for the 2025-2026 school year with the theme “Discipline - Creativity - Breakthrough - Development”. One of the top priorities is to strengthen training and improve the qualifications of the education management staff.
The Department will pay special attention to guiding wards, communes and schools to prepare for the opening ceremony, welcoming students at the beginning of the school year; about revenue and expenditure at the beginning of the school year; about teaching 2 sessions/day; extra teaching and learning; linking in schools; organizing meals for primary school students...
To realize the goals and responsibilities of the Capital, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong suggested that the education and training sector and representatives of the 126 communes and wards have a deeper awareness of their roles, positions, responsibilities and missions in the education and training of the Capital and the country, because Hanoi must be a pioneer in all aspects, including pioneering in education and training.
Along with that, the Department of Education and Training should soon research and advise the city leaders and the Ministry of Education and Training on issues related to the operation of two-level local government; and propose that after three months of operation, the shortage of specialized staff in charge of education and training at commune and ward levels must be overcome.
Emphasizing the tasks that the Hanoi Education sector must carry out in the new school year, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong requested each school to carry out three contents more strongly, including: Implementing STEM education, creative education and gradually making English the second language in schools.
Mr. Nguyen Van Phong requested that the Party Committees of communes and wards take primary responsibility for organizing support for boarding meals for primary school students in the area; not to loosen management, absolutely not to let negativity or group interests occur; at the same time, strengthen inspection and supervision of the implementation process.


Shift from administrative management to creative management
Speaking at the conference, Ms. Vuong Thi Van Khanh - Vice Chairman of Thanh Xuan Ward People's Committee, former Head of Thanh Xuan District Education and Training Department said: At present, Hanoi is actively implementing the two-level local government model. After nearly 2 months of operation, the apparatus has initially stabilized and become smooth. The administrative system has been transformed from management to service and creation for development.

However, the absence of the District Education and Training Department poses new requirements for educational management at the grassroots level. In the context of changes in the nature, requirements, and operations of state management, the Ward People's Committee, as a state administrative agency, has proactively innovated its management thinking, gradually improving the effectiveness and efficiency of educational management.
Ms. Nguyen Thi Ly - Principal of Nguyen Du Secondary School (Dai Mo Ward) - affirmed that since implementing the 2018 General Education Program, the school has proactively grasped the trend, taking comprehensive education quality as a guideline, thereby gradually implementing practical and effective solutions, suitable to practical conditions.
In the coming time, the school will continue to implement intensive training programs on active teaching methods, testing and evaluation towards developing students' capacity. Strengthen consultation to increase investment in facilities and teaching equipment in a synchronous and modern direction, creating good conditions for teaching and learning activities, especially integrated subjects, experiential activities and STEM education.
On behalf of the leaders of the Ministry of Education and Training, Deputy Minister Pham Ngoc Thuong acknowledged and congratulated the achievements of the Capital Education sector in the past school year. This achievement was thanks to the attention and direction of the city authorities at all levels, the sense of responsibility of the management staff, the dedication and creativity of the teachers directly teaching the class, and the learning and training movement of the students.
Deputy Minister Pham Ngoc Thuong emphasized: 2025-2026 is the first school year to implement the Resolution of the City Party Committee for the new term, and the first school year to transform the two-level local government model. Therefore, the Capital's education and training sector needs to focus on transforming the educational management method according to the two-level local government model, shifting from administrative management to creative management.

Due to the reduction of intermediate management levels, it is necessary to strengthen the connection between the Ministry of Education and Training and the Department of Education and Training, between the Department of Education and Training and commune-level authorities and schools. Managers and teachers need to continue training to improve their management capacity, expertise, and advisory capacity for local authorities.
In addition, it is necessary to continue to take care of the team of teachers and managers, improve facilities, innovate teaching methods; and develop students' qualities, abilities, confidence, creativity, and international integration.



Expressing his confidence in the capital's education in the coming school year, Deputy Minister Pham Ngoc Thuong emphasized: The achievements of the capital's education sector in the past school year are very proud. In addition to maintaining the above achievements, it is necessary to calculate so that Hanoi's education can be on par with the education of capitals in the region and the world.
Emphasizing the need to continue to strictly implement Circular No. 29/TT-BGDDT, Permanent Deputy Minister Pham Ngoc Thuong noted that the capital's education must take the lead in managing extra teaching and learning. The most important thing is to help students learn how to self-study, learn proactively, for a meaningful and fair education. Schools need to create conditions for students to learn what they like, develop skills, and increase experiential activities.
On this occasion, many collectives and individuals in the Hanoi Education and Training sector were awarded. The Hanoi Department of Education and Training also launched a competition to celebrate the 80th anniversary of the August Revolution and National Day September 2; and the 80th anniversary of the establishment of the Ministry of National Education (now the Ministry of Education and Training).
