Construction of the Hoang Lien Pass tunnel project is expected to start in October 2025.

Lai Chau province is focusing on preparing conditions and striving to complete procedures before September to be eligible to start construction of the Hoang Lien Pass tunnel project around October 2025.

Mr. Tran Viet Diep, Deputy Director of the Lai Chau Provincial Traffic Construction Investment Project Management Board, said that the investor has selected a consulting unit and is conducting surveys and preparing technical design documents. It is expected that the technical design will be submitted for appraisal to the Ministry of Construction at the end of this month. Regarding the procedures for changing the purpose of forest use, the Lai Chau Provincial People's Committee has decided to convert more than 23.8 hectares of forest to other purposes.

Mr. Tran Viet Diep said: "The investor continues to coordinate with the Commune People's Committee, the Forest Project Management Board of Tam Duong district and the Provincial Forest Protection Department to inventory, survey timber reserves and carry out liquidation procedures according to regulations. For Lao Cai province, the estimated area of forest to be converted is 8.82 hectares. The investor is urgently completing the procedures for converting the purpose of converting the purpose of forest use on the Lao Cai side, striving to complete the procedures before September to be eligible to start the project around October 2025".

The Hoang Lien Pass tunnel project connecting Sa Pa town (Lao Cai province) with Tam Duong district ( Lai Chau province) is 8.8 km long, with a total investment of VND 3,300 billion, of which VND 2,500 billion is from the central budget, the rest is from Lai Chau province budget and other sources. Implementation time is from now until 2027.
