The Ring Road 4 Project in the Capital Region is still stuck with technical infrastructure.

As of mid-February, the total land area recovered for the construction of the Ring Road 4 project in the Hanoi Capital Region reached nearly 1,306/1,390 hectares (94%). Of which, Hanoi has recovered nearly 764/791 hectares (96.5%).

The To Lich bridge project under the 11 component project package 2.1 still cannot construct piers due to an electric pole that has not been relocated.

Regarding the relocation of technical infrastructure works, localities where the project passes through are preparing documents, appraising, approving plans and proceeding with the relocation of 261 technical infrastructure works.

Of which, Hanoi has 98 technical infrastructure locations that need to be relocated. The investor is coordinating with management units to prepare design documents and evaluate plans. Hanoi has completed the selection of contractors for the high-voltage power system relocation project.

According to the report of the Ministry of Transport , with 3 component projects to build parallel roads including component project 2.1 (with 4 bidding packages), Hanoi has selected a contractor and started construction of the project at the end of June 2023.

32 construction teams are currently deployed at the site, currently constructing organic soil layers, filling some segments, implementing weak soil treatment at locations with clean ground; constructing bored piles and casting beams for bridges over rivers, canals, and ditches.

Mr. Tran Viet Son, Executive Director of Package 2.1 (Cienco4 Group), said that this unit is constructing a parallel road (urban road) in Hanoi, part of the Ring Road 4 project of the Hanoi Capital Region.

Contractor Cienco4 is responsible for constructing 4/9.7 km of road (from Km48+314.71 - Km52+240, parallel right and left); To Lich bridge; Km15+285.50 level crossing (including soft soil treatment) and the entire lighting and signal system. The total value of the work undertaken is more than 435 billion VND.

This contractor is organizing 3 road construction teams and 1 To Lich bridge construction team. The output has reached more than 17% of the contract value. However, according to Mr. Son, the main construction area still has about 10 locations with technical infrastructure and power lines.

Not only blocking the construction site of the left branch of To Lich Bridge, the power lines that have not been relocated are also scattered over a range of more than 3 km of weak ground treatment. In addition, the weak ground treatment area constructed by Cienco4 has a loading time of 6 - 9 months depending on each section. To meet the schedule, the locality needs to hand over the clean site no later than June 2024.
