H14 road and Can Kiem bridge project (Ha Bang commune) is behind schedule, causing traffic safety problems.

According to the approved decision, by 2020 and 2023, the two construction projects of Can Kiem bridge and H14 road (Can Kiem - Ha Bang section) must be completed and put into use.

However, both projects have been overdue for a long time, and to date, both projects remain unfinished. The project's delay not only causes difficulties for people's travel, seriously affects traffic safety, especially the section connecting to Can Kiem Bridge (Phu Le village), but also wastes investment resources.

Faced with the current situation of the old Can Kiem bridge being small and narrow, the circulation of goods from Can Kiem to the old communes of Ha Bang and Tan Xa encountered many obstacles. Since 2018, the People's Committee of the old Thach That district has approved the Can Kiem bridge construction investment project with a total cost of nearly 67 billion VND.

Similarly, in order to create a convenient traffic infrastructure, facilitate socio -economic development, ensure national defense and security of the old communes of Ha Bang, Can Kiem, Tan Xa in particular and the old district of Thach That in general, especially traffic connection, meeting the needs of travel and transporting goods between the old industrial clusters of Binh Phu, Huu Bang, Phung Xa with Hoa Lac High-Tech Park, in 2020, the People's Committee of the old district of Thach That also approved the investment project to build road H14 (section from Can Kiem to Ha Bang) with a total investment of 79 billion VND.

Both projects are invested by the former Thach That District Investment and Construction Project Management Board, now Ha Bang Commune Investment and Infrastructure Management Board. According to the plan, the Can Kiem Bridge Investment and Construction Project will be implemented from 2018 to 2020 and the H14 Road Investment and Construction Project will be implemented from 2021 to 2023.

Speaking to reporters, Mr. NVTh, Phu Le village, Ha Bang commune, said that when the two projects started, the villagers were very happy. However, up to now, both projects have not been completed, especially the Can Kiem bridge project, the road to the bridge in Phu Le village has not been constructed yet, causing many difficulties for people to travel.

“Many accidents have occurred at the beginning of the new Can Kiem bridge because the road leading to the bridge is too steep, with a lot of traffic, especially during rush hour; this is also an intersection, a blind corner, and full of dangers. To ensure safety, many people in Phu Le village still go through the old, small, narrow Can Kiem bridge,” Mr. Th added.

According to the investigation of Hanoi Moi Newspaper reporters, the H14 road construction investment project is about 3.6km long, the starting point is adjacent to Can Kiem bridgehead road, the end point is intersecting with the eastern corridor road of Hoa Lac High-Tech Park. Although construction started in November 2021, to date, the construction volume has only reached about 82%. Currently, the project is still stuck with two sections that have not been cleared: Section 1 is about 100m long at the beginning of the road on Can Kiem side with an area of 457.9m²; Section 2 is about 200m long on Ha Bang side, with an area of 1,196.3m 2 .

The Can Kiem Bridge construction investment project has a total length of the bridge and the bridgehead road of about 420m. To date, the construction volume has only reached about 85%. The reason why the project has not been completed is because there are still about 140m of the bridgehead in Phu Le village with a total area of about 1,188m2 of 19 households that have not yet cleared the land. Of which, there is 1 household related to the issuance of land use right certificates that are different from reality and have not been resolved; 18 households have not agreed to receive compensation and land clearance money because the compensation price for residential land is too low compared to the price of residential land on the same route H14.

Regarding the difficulties in site clearance for the two above-mentioned projects, Director of the Investment and Infrastructure Project Management Board of Ha Bang Commune, Vuong Van Chuc, said that although the former Ha Bang and Can Kiem communes have repeatedly organized propaganda and mobilized households with land subject to site clearance to receive compensation and hand over the site so that the investor can complete and put the project into use, up to now, the households have not yet agreed.

"After Ha Bang commune merges and operates under a stable two-level local government model, the commune will report to the Hanoi People's Committee about the project's shortcomings," said Mr. Chuc.

If the proposal is approved, Ha Bang commune will re-approve the compensation and site clearance plan. If not approved, the commune will complete the procedures for forced site clearance. When the site is cleared, the investor will direct the contractor to speed up the construction progress, complete the project soon to help people travel conveniently, ensure traffic safety, and avoid wasting investment resources.
