According to the Ho Chi Minh City People's Committee, the purpose of the plan is to proactively inspect and review projects with difficulties, obstacles, and long-term delays that pose a risk of loss and waste in the area and are not subject to inspection for consideration and handling in a synchronous, timely, and effective manner.
The Ho Chi Minh City People's Committee will inspect works and projects reported by departments, branches, sectors, People's Committees of wards, communes, and special zones that have difficulties, obstacles, delays, backlogs, causing loss and waste. Thereby, it will detect limitations and inadequacies in management mechanisms, policies, and laws to propose solutions and measures to competent State agencies to overcome them; detect violations, clearly identify responsibilities, and propose handling of violations of the law.
The inspection results serve as a basis for reviewing, handling, resolving plans and recommendations to remove difficulties and obstacles for projects and works, contributing to unlocking resources and promoting economic growth.
The content of the inspection includes statistics and making a comprehensive list of works and projects with difficulties, obstacles, delays, long-term backlogs, low efficiency, and risks of loss and waste in the area; checking and reviewing works and projects with difficulties, obstacles, delays, long-term backlogs, low efficiency, and risks of loss, etc.
The Ho Chi Minh City People's Committee assigned relevant departments, branches, units, People's Committees of wards, communes, and special zones to proactively and urgently implement to ensure progress and results according to plan.

Ho Chi Minh City is the locality with the largest number of inspected projects, with a total of 114 projects, of which 20 projects will be implemented by the Government Inspectorate and 94 projects will be managed by local agencies.
