Through the area of Hong culvert in Van Huong ward, Do Son district, Hai Phong city , along the sea dike inside the vast mangrove forest, you will reach Bang La ward (also in Do Son district). The entire large area inside the dike is divided into plots and plots to grow the local specialty "salted apple" and raise aquatic products.
However, there is a place surrounded by a wall higher than a person's head, inside there are no apple trees, no aquaculture ponds, but mainly weeds growing everywhere. That is the investment project to build the Do Son Oceanographic Museum and the research facility of the Institute of Marine Resources and Environment. For more than 10 years, the project has been in a state of desolation and desolation.
The Do Son Oceanographic Museum project has been "sluggish" for over 10 years.
According to Nguoi Dua Tin's research, the investment project to build the Do Son Oceanographic Museum and the research facility of the Institute of Marine Resources and Environment is one of four specialized museums approved by the Prime Minister in Decision No. 86/2006/QD-TTg, along with the museums: Nha Trang Oceanography (Khanh Hoa province), Geology, Forest Resources ( Hanoi capital).
About 3 years later, on June 26, 2009, Hai Phong City People's Committee approved the detailed planning at a scale of 1/500 for the Oceanographic Museum and research facility in Bang La Ward, Do Son District. On April 9, 2010, Hai Phong City People's Committee announced the revocation of nearly 12 hectares of land in the field next to the sea dike in Bac Hai Residential Group, Bang La Ward, Do Son District.
On November 5, 2012, Hai Phong City authorities issued Decision No. 1891/QD-UBND to assign nearly 12 hectares of land in Bang La Ward, Do Son District to the investor to implement the project. According to information from Bang La Ward authorities, after being assigned the land, the investor organized to level the ground, build part of the surrounding wall, entrance gate, guard house, internal road...
Over the past 10 years, the investor has only completed a number of items, such as building a wall surrounding the Do Son Oceanographic Museum project area.
While the project was progressing smoothly, the construction of the Oceanographic Museum and research facility in Bang La Ward encountered some difficulties due to site clearance. 5/69 households did not agree with the compensation and support plan approved by the People's Committee of Do Son District, so they had not received money and had not handed over the site. These households continued to file complaints. It was not until 2018 that the Do Son District Government, Hai Phong City, completed the site clearance and handed over the entire clean site to the investor to complete the project.
However, according to the feedback of the people of Bang La ward, after receiving enough land, the investor has only built 2 more gate pillars, completed the surrounding wall system, and built 2 experimental lakes. As for other items, they have only been on paper for more than 5 years.
After conducting an inspection and review of land management and use by organizations and projects managed by ministries and branches in the area, on April 28, 2023, the Do Son District Government sent a report to the Hai Phong City People's Committee. In which, it was clearly stated that the project to build the Oceanographic Museum and research facility was behind schedule. The investor had only completed a number of items, such as: building fences, entrance gates, guard houses, research areas, internal roads, and drainage systems.
According to local people, the project was previously located next to the sea dike and far from residential areas, so few people were interested. However, after the nearby Dragon Hill international tourist area project came into operation and the road connecting Van Bun Intersection in Van Huong Ward to the coastal road in Minh Duc Ward (in Do Son District, Hai Phong City) was urgently completed, nearly 12 hectares of the above land became potential "golden land". Therefore, they were very upset when the project was "shelved" year after year.
The area inside the Do Son Oceanographic Museum project is overgrown with weeds.
Speaking with Nguoi Dua Tin , Mr. Nguyen Thanh Kien, Chairman of the People's Committee of Bang La Ward, Do Son District, Hai Phong City, said that local people have repeatedly petitioned the local government to request superiors to inspect and urge investors to speed up the progress of the project to build the Oceanographic Museum and research facility in the area.
At the same time, the people of Bang La ward expressed their wish that if the investor continues to leave the project in a "shelved" state for a long time as in the past, the State should consider taking it back and transferring it to another unit with the capacity to implement the tourism development project to promote the potential and advantages of the locality as well as avoid wasting valuable land resources.
