Educational breakthrough in the spirit of Resolution 71: Concretizing strategic goals

Remove the bottleneck of human resources

In the 2024-2025 school year, Tuyen Quang will have 1,054 schools with 17,217 groups/classes and nearly 494,000 students, of which 78% are ethnic minority students. The rate of schools meeting national standards has reached 64.71% (682 schools). This figure reflects the province's investment interest over the years to expand learning opportunities and narrow regional gaps.

The province has 20 ethnic boarding schools and 236 semi-boarding schools, with semi-boarding students accounting for more than 36% of the total number of high school students. Special policies on supporting students in disadvantaged areas, attracting high-quality human resources, rewarding excellent national students, etc. have come into effect, affirming the commitment of " education is the top national policy" of a locality with many difficulties like Tuyen Quang.

Among the tasks and solutions proposed in Resolution 71 is the strong institutional innovation, creating special and outstanding mechanisms and policies for the development of education and training. Determining that the State budget expenditure for education and training reaches at least 20% of the total State budget expenditure, of which the allocation of investment expenditure reaches at least 5% of the total State budget expenditure and expenditure for higher education reaches at least 3% of the total State budget expenditure.

Mr. Vi Van Chung - Chairman of Yen Hoa Commune People's Committee said that Resolution 71 coming into effect will help fundamentally remove bottlenecks in infrastructure. When synchronous investment is made, there will be conditions to improve the quality of teaching and gradually shorten the gap with more developed provinces and students will have better learning conditions, especially in remote areas.

Resolution 71 also has special and outstanding preferential policies for teachers; increases vocational preferential allowances for preschool and general education institutions to at least 70% for teachers, at least 30% for staff, 100% for teachers in especially difficult areas, border areas, islands, ethnic minority areas...

Ms. Ma Thi Hue - teacher of Khau Vai Kindergarten (Tuyen Quang) shared that what we teachers care about most is the special preferential policies and working conditions. When the professional allowance, especially in difficult areas, is raised, we will have more motivation to stick with the profession for a long time. The resolution coming into effect will certainly contribute to attracting many good teachers to Tuyen Quang, helping to overcome the current shortage of teachers.

Ms. Nguyen Thi Mui - teacher at Liem Phong Primary School (Liem Ha, Ninh Binh ), analyzed: Resolution 71 raises many big issues, from curriculum innovation, improving staff quality to digital transformation. For teachers directly teaching in the classroom, the biggest challenge now is how to meet the requirements of innovative teaching methods while balancing work and life pressures. We hope that the new preferential allowance policy will really come into effect, helping teachers feel secure and wholeheartedly devoted to their profession.

Ms. Ha Lan Anh - Vice Chairwoman of Ninh Binh Provincial People's Committee, affirmed: Education is the top national policy, the foundation for Ninh Binh's sustainable development. The province will focus resources on investing in infrastructure, improving teachers' lives, expanding learning opportunities for all children, leaving no one behind.

Based on the achievements of the 2024-2025 school year and the spirit of Resolution 71, Ninh Binh aims to have over 85% of schools meeting national standards, 100% of teachers meeting professional standards, and no more students having to drop out of school due to difficult circumstances by 2030.

Determined to bring Resolution 71 into life

Putting Resolution 71 into practice soon, Tuyen Quang sets a target for the period 2025 - 2030, the rate of kindergartens meeting national standards is 73%, primary schools 80%, secondary schools 71%, high schools 61%; 100% of classrooms are solidified, ending temporary classrooms; 100% of teachers meet training standards, most of them above standards; 100% of staff and teachers are proficient in information technology; striving to be in the group of 25 leading provinces and cities in the quality of general education...

Mr. Bui Quang Tri - Deputy Director of the Department of Education and Training said that one of the key solutions to improve the quality of education that the industry is actively implementing is to promote professional solutions, comprehensive digital transformation, and strong application of digital technology and artificial intelligence in education.

At the same time, reorganize the network of schools and school locations, strengthen the infrastructure for educational institutions, ensure streamlining and efficiency, contribute to improving the quality of education, save on teacher staff and investment costs. Focus on investing and directing the implementation of the Project to build primary and secondary boarding schools for ethnic minorities in 17 border communes under the direction of the Government.

According to Mr. Cam Van An - Vice Principal of Son La Provincial Political School, former Deputy Director of Son La Department of Education and Training, Resolution 71 emphasizes the requirement to innovate and perfect institutions for education, this is the key to creating a breakthrough.

To unleash resources and development motivation, it is necessary to soon complete the relevant legal system, from the Law on Cadres and Civil Servants, the Law on Public Employees to the Labor Law and sub-law documents. Only when the legal corridor is clear and synchronous can the spirit of "education is the top national policy" come into life.

Mr. Cam Van An said that it is urgent to regulate the decentralization of education management in accordance with the two-level local government model, ensuring effectiveness and efficiency. Along with that, it is necessary to give more autonomy and self-responsibility to educational institutions; have priority mechanisms, key investments, and create a favorable environment for innovation. If this can be done, schools will have more motivation and space to promote their capacity, build a modern education model, and keep up with the development trends of the times.

The success of Resolution 71, according to Mr. Cam Van An, depends largely on the participation of three groups of subjects: the Education sector, learners and society - families. For the Education sector, schools are the foundation, teachers are the driving force that determines quality. Therefore, it is necessary to determine that "improving the quality of the teaching staff is the key to the breakthrough".

The teaching staff must be comprehensively improved in quality: Good at expertise, pioneering in innovation and digital transformation; at the same time, understanding the Party's guidelines and policies and the State's laws and policies. When teachers truly become role models in both knowledge and morality, they can inspire and train a generation of students to develop comprehensively. Only when teachers are good teachers can students be good students.

For learners, Resolution 71 puts them at the center. That requires awakening the nation's tradition of studiousness, building a lifelong learning movement, learning to enrich oneself, one's family and society. Learning is not only to acquire knowledge, but also to form the personality, ethics, lifestyle and standard value system of Vietnamese people in the new era. In addition, it is necessary to promote the strengths of gifted education, STEM/STEAM education, specialized and gifted schools to discover and nurture talents for the country.

For society and family, Mr. Cam Van An emphasized that education is the cause of all people. Each family, organization, and community must turn awareness into concrete action, accompanying the school in educating the young generation. In particular, it is necessary to understand the spirit of socialization of education. It is not only a financial contribution, but also a comprehensive participation in creating an environment, conditions, and close coordination for education to develop.

Mr. Cam Van An affirmed: Resolution 71 demonstrates the Party's high determination in improving the quality of human resources, considering it a driving force for the country to enter the era of national advancement.

However, this goal can only become a reality with the consensus and cooperation of the entire political system, the whole society and each citizen. Only when education truly becomes the leading national policy in action, not just in slogan, can we create a breakthrough, bringing the country to rapid and sustainable development in the new period.
