General principles of the Circular: Rewarding and disciplining students must ensure humanistic education for the progress of students.
Promote decentralization, delegation of authority, enhance autonomy and self-responsibility of schools, principals and teachers; ensure coordination between schools, families and society in the work of rewarding and disciplining students.
Correctly and fully perform the functions, tasks and powers of the school in the work of commending and disciplining students.
There are 5 forms of commendation including: Commendation in front of the class; Commendation in front of the whole school; Certificate of Merit from the principal; Letter of Merit; Other forms of commendation and rewards.
Disciplinary violations include prohibited acts for students in educational institutions as prescribed in the Law on Education and violations of regulations of schools and competent state agencies.
Educational facility managers, teachers and staff shall determine the level of violation based on the nature and consequences of the violation.
For primary school students there are two disciplinary measures: Warning; request for apology.
For students at other levels, there are three disciplinary measures: Warning; criticism; request to write a self-criticism.
The Circular also stipulates activities to support the correction of violations: Advise and encourage students to self-aware of violations and ways to correct them.
Monitor, advise and support students who violate the law in the process of correcting their violations.
This Circular takes effect from October 31, 2025, replacing Circular No. 08/TT dated March 21, 1988 of the Ministry of Education and Training guiding the commendation and discipline of students in general schools.
