The above project is implemented nationwide. The business database covers the entire business sector of all economic sectors: non-state enterprises, state-owned enterprises and foreign-invested enterprises.
Forming an enterprise database with 6 data sources
The objective of the Project is to form a business database consisting of 6 main data sources: Business registration (main source), tax, import and export, social insurance, credit, labor and employment with related databases to grasp the business operation situation to serve state management; improve the quality of business support work; make information transparent, towards forming big and open data to meet the exploitation requirements serving the investment, production and business processes of people and businesses.
2025 to issue a set of indicators to measure business health
The specific goal by 2025 is to build a basic business database with 4 data sources including: Business registration, tax, import and export, social insurance to form some basic information on the health of businesses and entrepreneurs; issue a set of indicators to measure business health.
Build a reporting system on financial and non-financial indicators reflecting the business performance; provide early warnings about business violations to serve post-audit work for businesses; share basic business databases with the National General Database, the National Population Database, other national databases, and specialized databases.
2026 upgrade basic enterprise database
By 2026, the basic enterprise database will be upgraded on the basis of continued integration with credit and investment data sources; and tools will be developed to analyze business performance based on the application of artificial intelligence, machine learning, and big data mining tools.
Phase 2027 - 2030: Developing platforms to serve open data exploitation, allowing people and businesses to look up information
In the 2027 - 2030 period, complete the enterprise database on the basis of expanding integration with data sources on labor and employment, intellectual property, innovation, technology, digital transformation, sustainable development and other data on enterprises on digital platforms.
Upgrade and develop the Business Health Metrics and continuously upgrade to enrich the data in the business database in real time.
Developing platforms for open data exploitation allows people and businesses to look up information and data for production and business purposes; at the same time, reducing time and costs and increasing transparency for businesses to access data in corporate databases.
Six key tasks and solutions
The project sets out 6 key tasks and solutions to complete the above objectives, including: 1- Completing the legal framework on enterprise databases; 2- Building and promulgating an enterprise database architecture model; 3- Issuing, upgrading and developing a set of indicators to measure enterprise health based on core indicators; 4- Building and upgrading information technology infrastructure to form, upgrade and develop enterprise databases; 5- Operating and exploiting the Enterprise Database System, developing and managing the application ecosystem; 6- Investing in developing human resources in information technology, especially experts in analysis, data mining, data science , security and data protection.
In which, the Project to deploy the construction of an enterprise database architecture model includes: Data architecture, data model, data integration framework and operating processes to ensure connectivity, ability to connect, exploit and share information between the enterprise database and other databases.
Building an integration framework based on an information model that allows the integration of big data, administrative data from sources of ministries, branches, localities and other open data into the enterprise database.
Issue, upgrade and develop a set of indicators to measure business health based on core indicators of the set of financial indicators; set of non-financial indicators and set of indicators contributing to the economy.
At the same time, upgrade the information technology infrastructure for the enterprise database at the Ministry of Finance and upgrade the synchronous and unified information technology infrastructure for specialized databases at ministries and branches....
The Ministry of Finance shall develop and guide the connection, synchronization, and sharing of data between ministries, branches, and localities with the enterprise database so that by 2025, the basic enterprise database can be stably operated on the basis of integrating the national database on business registration with centralized tax databases, financial reports, import-export, and social insurance.
At the same time, the Ministry of Finance is responsible for building, managing, exploiting and protecting the enterprise database in accordance with the objectives of the Project to ensure security, safety and continuously upgrade to enrich data in the enterprise database in real time.
The Ministry of Public Security is responsible for connecting and sharing data in the national database with the enterprise database to form big data on enterprises in the period 2025 - 2030...
