Practicing thrift and combating waste is a requirement for financial and material management, especially making effective use of the facilities after the merger of the former districts and communes, without abandoning them or wasting them. From the old headquarters being arranged reasonably to the fact that cadres and civil servants continue to use equipment from the old unit, as directed by General Secretary To Lam in the article “Practicing thrift” published in Nhan Dan Newspaper: “Thrift and anti-waste are two elements that are organically linked together, two pillars to move towards prosperity… Practicing thrift must become a way of life, a daily culture of each of us”.
Historical facts have proven that thrift is one of the key factors that create great potential for our entire Party, people and army, despite being an economically poor country with difficult material lives for the people, even in the context of "famine", we still "tighten our belts", focus on the resistance, save rice for the battlefield and have defeated the powerful colonialists and imperialists, liberated the nation and unified the country. In the face of new difficulties and challenges, with the tradition of resilience and indomitability, with the unity of the entire political system and the entire population, promoting the practice of thrift and fighting waste will create a source of endogenous strength, a great internal force to promote the sustainable development of the economy, helping the country move forward steadily, achieve strategic goals, and at the same time take better care of people's lives. Therefore, all citizens, agencies, units, organizations and enterprises need to have specific plans and rationalize revenue and expenditure; cadres and party members, especially leaders and managers, must be exemplary and mobilize their families and people to actively participate; all sectors, all professions, all households and all people must promote production and business, improve productivity, quality and efficiency of production and labor, thoroughly practice thrift, and minimize waste of time, money, property and effort. |
This spirit has been clearly demonstrated in the People's Committees of communes and wards in Dong Thap province. Localities have turned the spirit of "saving is the pillar of development" into concrete actions, in which, in Chau Thanh commune, the most concrete image of the saving spirit is the new agency nameplates on the headquarters of the former district and commune offices.
Accordingly, the former district People's Committee headquarters is used as the new commune People's Committee headquarters. The Public Administration Service Center is located right at the old Reception and Result Delivery Department, making it easy for people to come and do administrative procedures. The District Culture - Sports and Broadcasting Center is handed over to the Commune Public Service Supply Center for exploitation, continuing to maintain the people's recreational, entertainment and sports activities.
Not stopping there, the old commune People's Committee headquarters were also handed over to judicial and public service agencies such as: People's Procuracy, Social Policy Bank, Regional Judgment Enforcement or People's Court. Chairman of Chau Thanh Commune People's Committee Nguyen Trung Dong said that all facilities are fully utilized, avoiding abandonment and waste; at the same time, creating the most favorable conditions for the people.

Not only taking advantage of headquarters, the management and effective use of public assets are also considered important by localities, in line with the requirements that General Secretary To Lam pointed out: "It is necessary to tighten discipline and order in the management and use of finance and budget; practice thrift, fight waste, and effectively use state financial resources associated with the arrangement and streamlining of the apparatus".

In Tan Phuoc 2 commune, immediately after the merger, all equipment was allocated according to the principle of "equipment follows the cadre", meaning that each cadre brought the equipment assigned to them at their old agency. Thanks to that, there were no additional costs for new purchases, while still ensuring adequate equipment for professional work. Party Secretary and Chairman of Tan Phuoc 2 commune People's Council Phan Thanh Du said that the general spirit of the whole commune is "no excess, no waste, and no shortage".
A clear demonstration of that spirit of Tan Phuoc 2 commune is that a garbage collection vehicle received from the District People's Committee has been quickly put into use, contributing to environmental sanitation and preventing garbage from accumulating in the commune. A seemingly "everyday" solution but demonstrating the seriousness in managing and effectively using public assets in Tan Phuoc 2 commune.
That spirit of thrift does not stop at the arrangement of headquarters or equipment but has permeated the consciousness of each cadre and civil servant. General Secretary To Lam emphasized in the article “Practicing thrift”: Cadres, party members, especially leaders and managers, must be exemplary… minimizing waste of time, money, assets, and effort. In Luong Hoa Lac commune, many civil servants have shown a high sense of responsibility when continuing to work with equipment previously installed in the old communes.
Many cadres, civil servants and public employees have proactively overcome initial difficulties to ensure the completion of tasks and practice effective savings. Comrade Vo Van Thanh, a civil servant at the Luong Hoa Lac Commune Public Administration Service Center, said that he is still using the computer of his previous work unit. He has been trying to fix minor errors because the computer has been used for a long time, so as not to interrupt the work of receiving people's documents.
It can be said that those somewhat "small" stories are proof of a great spirit of practicing thrift and fighting waste, which is not only a policy on paper, but has become the mindset and action of every cadre, civil servant and public employee in Dong Thap province.
Making the most of facilities not only helps save local budgets, but also contributes to the country's overall savings. The solutions being implemented in Dong Thap province are a vivid concretization of the direction of General Secretary To Lam: "Practicing thrift and fighting waste are fundamental solutions for the country to overcome all storms... creating an endogenous source of strength to promote sustainable development".
In general, the Party Committees and People's Committees of communes and wards in Dong Thap province have seriously and effectively implemented the spirit of thrift and anti-waste after the merger. The headquarters of the old agencies have now become the places to receive and handle the work of the new communes.
The equipment is utilized by cadres, civil servants and public employees to better serve the people's need to handle administrative procedures, all of which are contributing to concretizing the spirit of practicing thrift under the direction of General Secretary To Lam.
