Identifying the innovation of the organizational model and streamlining the apparatus as an important task, since April 2025, Vietnam Post has issued a plan to innovate the management and production model of provincial and municipal post offices - laying the foundation for the transformation process according to the new local government model and in line with the two-level government model after merging administrative units (from 63 to 34 provinces/cities).
On this basis, Vietnam Post continues to develop a comprehensive restructuring plan towards streamlining, specialization, and clear separation between the two blocks of operations and business.
According to the roadmap, from September 1, 2025, District Post Offices and Regional Post Offices will officially be transformed, meaning they will no longer operate as an independent intermediate level. Instead, Commune Post Offices will be established corresponding to each commune/ward according to the new administrative boundaries.
This is a major breakthrough in organization and operation, clearly demonstrating the role of the "extended arm" of Vietnam Post to local authorities in ensuring essential public and social services to the people.

Mr. Nguyen Truong Giang - Chairman of the Board of Members of Vietnam Post Corporation said: "Different from previous service points, the Commune Post Office is a unit with an organizational structure, executive personnel as the Commune Post Office Director, a separate financial mechanism and especially implemented according to the model of "Self-governing Commune Post Office" in implementing business activities, customer marketing, and market exploitation in the area of responsibility."
With this move, Vietnam Post has created a streamlined organizational model that closely follows local practices and operates more effectively.
According to Chairman of the Board of Members Nguyen Truong Giang, the Commune Post Office is an "outpost" and a "planning household" of the Provincial and Municipal Post Offices in the area, acting as a representative of Vietnam Post at the commune/ward level. In addition to its role in organizing business, providing postal services, postal finance, public administration, social security payments, supporting rural digital transformation, etc., the Commune Post Office is also the focal point working directly with local authorities, an important bridge in implementing policies and solving problems arising at the grassroots level.
Accompanying the local authorities, from July 1, 2025, more than 8,000 Post Office officers and employees have been mobilized to support receiving documents and returning administrative procedure results at the People's Committees at the commune level after administrative boundary adjustment.
From being a service provider, the Commune Post Office is gradually becoming a part of the public service system - a "trusted extension" of the local government.
Instead of being completely dependent on the targets assigned by the top, each Commune Post Office now operates as a small independent business unit. The Commune Post Office Director is empowered to recruit seasonal workers, manage finances, organize market exploitation and develop local human resources. The mechanism of revenue, output and profit contracts helps promote autonomy and encourages creativity in working methods.
Along with the reorganization of the apparatus, the Commune Post Office is oriented to become a multi-functional service center at the commune level - where people can carry out public administrative procedures, make financial payments, send and receive goods, buy and sell essential consumer goods, pay for insurance - electricity - water - telecommunications and access digital platforms of the government and businesses.

With a network of nearly 13,000 service points covering the whole country, the establishment of commune-level units will help Vietnam Post accelerate the progress of national digital transformation, contributing to narrowing the digital gap between urban and rural areas, realizing the goal of developing a comprehensive and inclusive digital economy and digital society.
The fact that Vietnam Post pioneered the organization of the Commune Post Office model after the administrative boundary merger is not only a success in terms of organizational structure, but also a strong affirmation of the social role of a State-owned enterprise - constantly innovating, constantly adapting to better serve the people and more effectively accompany local authorities./.
