Dong Thap and Hau Giang urgently prepare to operate the 2-level government model.

(Chinhphu.vn) - Both Dong Thap and Hau Giang provinces are actively preparing to operate the two-level local government model. The localities are in the trial operation phase, while focusing on solving difficulties in facilities and personnel to be ready for the new apparatus.

On June 24, the Standing Committee of Dong Thap Provincial Party Committee held a conference to deploy preparations for the operation of two-level local governments to evaluate and promptly draw experience from the trial operation process.

Dong Thap province has started a trial operation of the commune-level government after the reorganization since June 17. Through a field survey, many localities have encountered difficulties in arranging headquarters and facilities due to lack of construction area. In this situation, the Standing Committee of the Provincial Party Committee has directed the People's Committees of districts and cities to review and mobilize maximum resources and existing equipment to serve the trial and official operation, especially at the Commune-level Public Administration Service Center.

Currently, 45/45 communes and wards of the province have piloted the Public Administration Service Center and established 32 points for receiving and returning administrative records. These centers receive records from organizations and individuals and transfer them to competent authorities for processing, and at the same time receive results to return within the prescribed time.

According to Chairman of Dong Thap Provincial People's Committee Tran Tri Quang, regarding preparations for the provincial government after the merger, from July 1, 2025, the province plans to arrange 100% of officials and civil servants from the level of department head and above and 70% of officials at the level of deputy department head and specialists to work at the new Political - Administrative Center (about 609 people); the remaining number (about 204 people) will continue to work at the current headquarters. By January 1, 2027, all officials and civil servants will be transferred to the new Center. Officials at public service units subject to arrangement with Tien Giang province will be arranged according to a separate project.

Concluding the conference, Dong Thap Provincial Party Secretary Le Quoc Phong suggested that key cadres at the new commune level must grasp the Party's policies to operate the government in accordance with regulations and develop working regulations at the commune level. There are things that must be proactively implemented immediately if conditions are met, without waiting for instructions from superiors. After the decision to establish the new commune-level Party Committee and leadership positions is made, a meeting of the Party Executive Committee is needed to assign tasks.

From now until June 30, localities will continue to conduct trial operations and complete district-level work to hand over and end district-level operations; localities must flexibly prepare to ensure facilities for the new commune level and change the name of the new administrative unit.

* On June 24, Standing Deputy Secretary of Hau Giang Provincial Party Committee Nguyen Tuan Anh, Head of the Provincial National Assembly Delegation, inspected the trial operation of Party, State and Fatherland Front agencies in Phung Hiep district.

According to the plan to arrange commune-level administrative units, Phung Hiep district will be organized into 7 communes: Tan Binh, Hoa An, Phuong Binh, Tan Phuoc Hung, Hiep Hung, Phung Hiep and Thanh Hoa.

After checking the preparation of headquarters and testing the working apparatus in Phuong Binh and Phung Hiep communes, Mr. Nguyen Tuan Anh highly appreciated the preparation work in the two localities.

According to the Standing Deputy Secretary of the Hau Giang Provincial Party Committee, localities need to urgently complete the upgrading of offices, equipment, machinery, and facilities to put them into operation, ensuring work requirements; promptly handle administrative procedures for people and businesses to ensure no interruptions, no disruptions...

Mr. Nguyen Tuan Anh also suggested that localities need to test the framework of the Executive Committee, Standing Committee, and Commune People's Council, promptly update the province's instructions for appropriate adjustments; with difficulties and problems, they need to immediately report to the province for timely support, ensuring smooth operation.
