The industrial production index (IIP) in August increased by 16.78% over the same period last year; the cumulative increase in 8 months was 16.19% over the same period. Total retail sales of goods and service revenue increased by 0.58% over the previous month, up 19.563% over the same period; 8 months increased by 20.28% over the same period. Total export and import turnover in August is estimated at 16.8 billion USD, in 8 months it reached nearly 112 billion USD, with a trade surplus of 2.7 billion USD. Of which, the export value of enterprises in the province in August is estimated at 8.7 billion USD, up 33.01% over the same period, continuing to rank first in the country. Thus, for two consecutive months (July and August), Bac Ninh's export turnover led the country. Total state budget revenue in 8 months reached more than 50.3 trillion VND, equal to 88.5% of the estimate...

In particular, on August 15, the province successfully organized an investment promotion conference; awarded 25 Investment Registration Certificates, 7 Decisions approving investment policies and 12 decisions selecting investors with a total investment of nearly 7 billion USD. Speaking at the conference, comrade Vuong Quoc Tuan praised the efforts of the entire political system in unanimity, determination, and rapid stabilization of the apparatus to carry out tasks, as evidenced by the positive results in socio-economic development in the past 8 months. Emphasizing that there is not much time left in 2025, while the workload is very large, the Chairman of the Provincial People's Committee requested the Department of Finance and the Provincial People's Committee Office to coordinate in completing a detailed 8-month socio-economic report, along with the main tasks of each department and branch to urge the implementation of work, determined to successfully complete the 2025 plan and complete the set targets for the term.

Accordingly, implement stronger solutions to promote economic growth, strive to complete the annual growth target of 11.5% or more, maintain the position in the group of 3-5 provinces and cities leading the country in economic growth. Accelerate the disbursement of public investment capital, with the goal of disbursing at least 85% of the capital assigned by the Government and 70% of the capital assigned by the Provincial People's Council by the end of September 30. Resolutely implement key projects, especially traffic works, urban infrastructure, agriculture, industrial parks. Focus on site clearance for key projects, including projects that the province has committed to, affirming with the honor of the government, must be done such as: Bac Giang ward flood control project; Quang Chau Industrial Park traffic congestion control project. Other urgent projects to urgently handle traffic, irrigation... must be focused on implementation. Continue to implement the key project of Gia Binh International Airport, the project of the road connecting Gia Binh International Airport with the center of Hanoi and residential service projects... The Department of Finance, the Provincial Industrial Park Management Board, and the Department of Industry and Trade closely monitor the progress and promptly remove obstacles, especially in site clearance and technical infrastructure investment.

Focus on solutions to collect budget revenue; promote the establishment of private enterprises, especially in industrial parks; complete the determination of land use fees for projects before September 30. Speed up the planning progress, especially the overall urban planning and zoning; develop social housing. Urge the progress of new urban areas, urban operation models in the direction of assigning enterprises to manage after investment, helping to reduce the budget burden. Implement effective social security policies, review and select superior policies from the two provinces after the merger to build a synchronous and feasible policy system throughout the province. Review and arrange public assets, prioritize the conversion of headquarters for the education, health and culture sectors.

Regarding the implementation of the four pillars of Resolution, comrade Vuong Quoc Tuan suggested that all levels, sectors and localities need to do a good job of reporting, checking, monitoring progress, promoting innovation and digital transformation according to Resolution 57; developing private enterprises, supporting start-ups, recovering operations after interruptions; effectively implementing digital transformation, increasing the rate of digitization and reusing digital data in the work of each department and sector; organizing an effective apparatus, developing a plan to recruit new staff in accordance with task requirements; flexibly mobilizing and seconding staff to meet the actual situation. At the same time, prepare well for the new school year, focus on recruiting teachers and civil servants, and issue reasonable remuneration mechanisms to attract highly qualified medical staff. Strengthening the assurance of local security, order and defense, taking measures to control, review and grasp each commune and ward police system; Regularly report and closely monitor the situation to promptly detect and handle arising issues, prevent the formation of hot spots and promote digitalization of management work.
