Reduce the poverty rate
In the period of 2021 - 2025, the whole province has 17,060 poor households, accounting for 4.26%; there are 21 communes with special difficulties in the coastal and alluvial areas. After 5 years of implementation, the goals and tasks of poverty reduction have all been achieved and exceeded the plan. The results of the review of poor and near-poor households at the end of 2024 according to the multidimensional poverty standard for the period of 2021 - 2025, the poverty rate of the province decreased to 2.05%; 7 communes with special difficulties in the coastal and alluvial areas were recognized as having escaped the difficult situation and 5 communes were recognized as having met the new rural standards.
Poverty reduction work in coastal and alluvial communes has always received special attention from Party committees and authorities from the province to the district. The Steering Committees at all levels in the province have coordinated well with the Vietnam Fatherland Front and mass organizations to focus on organizing and effectively implementing poverty reduction plans and programs in the locality. Through preferential loan programs, technology transfer, housing construction support, job counseling and vocational training for the poor, coastal communes have gradually improved the living standards of the poor, creating conditions to help households escape poverty sustainably. This has contributed to reducing the rate of poor and near-poor households in the area from 9.08% in 2021 to 3.52% by the end of 2024 (an average reduction of 1.39%/year).
Poverty reduction, income increase, and improvement of living standards of poor and near-poor households in coastal communes are the province's top priority and consistent goals. The provincial Social Policy Bank has disbursed loans to 9,277 poor households, 13,409 near-poor households, 10,549 newly escaped-poverty households, and 10,346 households operating in disadvantaged areas. In addition to loans for production, business, and service activities, the Social Policy Bank has disbursed loans to 76,080 households for clean water and environmental sanitation programs, 7,900 households for student programs; 35,964 households for loans from the National Employment Fund, and 1,086 workers working abroad.
The Vietnam Fatherland Front Committee and its member organizations; provincial departments, agencies and localities have mobilized over VND 2,788 billion to carry out social security work. Specifically, 889 new gratitude houses, 422 "Comradeship" houses, 5,419 "Great Solidarity" houses were built; 42 gratitude houses and "Great Solidarity" houses were repaired; 57,620m of rural roads were renovated and upgraded; 2,759 rural bridges were built; 12,865 poor, near-poor and disadvantaged households were supported for livelihoods, etc.
Towards real poverty reduction
The 2026 - 2030 period is a pivotal period in the process of implementing the 10-year Socio-Economic Development Strategy 2021 - 2030 and preparing the necessary conditions to realize the vision to 2045. This period is being implemented in the context that the whole country has just completed 15 years of implementing the Program for the 2010 - 2025 period, with many important results recorded, creating a solid foundation to continue developing the program in a comprehensive, effective and sustainable direction in the next period.
According to Vice Chairman of the Provincial People's Committee Nguyen Minh Canh, in the coming time, the province will pay attention to organizing training to improve the capacity of the team working on poverty reduction at all levels, especially at the grassroots level. Members of the Steering Committee, the Fatherland Front and member organizations at all levels need to enhance their responsibility in directing the implementation of criteria related to the sector; at the same time, strengthen coordination, inspection and supervision of the implementation of policies and programs on poverty reduction.
Implement conditional support policies linked to beneficiaries and locations, limit free policies and focus on supporting the poor in doing business and improving production efficiency. Launch and actively promote the emulation movement "Joining hands for the poor - Leaving no one behind" to mobilize resources and people to participate in implementing the program.
“In the 2026 - 2030 period, the province aims to reduce multidimensional poverty, inclusively and sustainably, limit re-poverty and the emergence of new poor households; support the poor and near-poor to overcome the minimum living standard, fully access basic social services according to the national poverty standard, improve the quality of life; support extremely disadvantaged communes in coastal and coastal areas to escape poverty and extreme poverty.
