Deputy Prime Minister Nguyen Hoa Binh signed Decision No. 1848/QD-TTg dated August 27, 2025 of the Prime Minister approving the plan to reduce and simplify administrative procedures related to production and business activities. business under the management of the Ministry of Finance , including cutting and simplifying many administrative procedures in the customs sector.
Abolish a series of customs procedures
Specifically, the Plan has abolished a series of procedures on: checking and confirming the ability to meet the conditions for customs inspection and supervision for export processing enterprises and investors implementing investment projects registering for export processing enterprises; checking the actual conditions for customs inspection and supervision for export processing enterprises that have been granted investment registration certificates; confirming that petroleum depots are eligible for inspection and supervision by customs authorities; recognizing warehouses and locations in seaport areas, inland waterway ports, international airports, and international railway stations that are eligible for customs assembly, inspection and supervision; temporarily suspending operations/resuming operations of customs clearance locations at ports of export and import of goods established inland; granting codes for locations for collection of small cargo (for enterprises operating locations for collection of small cargo located in seaport areas and inland ports, which are port business enterprises); recognition/termination of customs clearance locations at ports of export and import of goods established domestically; consideration of tax refunds for specialized automobiles manufactured and assembled from automobile chassis; application of 0% tax rate of the Automobile Supporting Industry Tax Incentive Program; registration to participate in the Automobile Supporting Industry Tax Incentive Program, tax incentives for automobile manufacturing and assembly; application of 0% tax rate of group 98.49; registration for connection, disconnection with the Electronic Customs Declaration Portal...
Reduce time for document checking and physical inspection for many procedures
Regarding the procedure for actual inspection of customs inspection and supervision conditions for export processing enterprises (including enterprises with new investment projects and expanded investment projects), the Plan has simplified the implementation process in the direction of regulating it into one procedure for notifying the processing and manufacturing facilities for export goods; places for storing raw materials, supplies, machinery, equipment, and export products. At the same time, changing the management method, reducing the types of documents on the basis of integrating 02 types of production facility notifications and notifications of meeting inspection and supervision conditions of export processing enterprises into 01 notification. The Plan also reduces the time for handling customs procedures for exported and imported goods with one-time declaration registration from 2.0 hours to 1.4 hours for the case of checking records; from 8.0 hours to 5.6 hours for the case of actual inspection of goods.
According to the Plan, the procedure for supplementing customs declarations for export and import goods has been reduced to the following documents: Port weighing slips or port inspection documents or on-site inspection records or inspection results; import-export receipts; goods receipt records or settlement sheets; contracts and contract appendices; bills of lading or equivalent transport documents; payment documents; licenses or specialized inspection certificates. The Plan also reduces the regulations on the time for customs authorities to verify information when the declarant performs the procedure (10, 15, 45 days in Clause 4, Article 20 of Circular No. 38/2015/TT-BTC). At the same time, the method of submitting documents when handling procedures has been changed from the declarant choosing to submit paper documents or electronic documents to 100% submitting documents electronically on the customs declaration system or on the 36a system.
The plan also reduces the time to process additional customs declaration procedures for export and import goods, similar to customs procedures for export and import goods with one-time declaration registration.
Regarding customs procedures for imported goods; customs procedures for raw materials and supplies supplied by the processing party for the processing contract; procedures for importing raw materials and supplies to perform the processing contract for foreign traders; procedures for importing raw materials and supplies to produce export goods; procedures for importing products ordered for processing abroad, the Plan has been reduced and simplified as follows:
- Reduce documents such as the Forest Product List for imported/exported raw wood according to regulations of the Ministry of Agriculture and Environment .
- Building a database of electronic records (on the NSW system) to reduce documents issued by state management agencies when performing procedures such as: Export and import licenses, specialized inspection results, Business registration certificates, Investment certificates, etc.
- Change the method of submitting documents when handling procedures from submitting paper documents or electronic documents to submitting documents completely electronically on the customs declaration system.
At the same time, the time for handling administrative procedures for document inspection was also reduced from 2.0 hours to 1.4 hours; and the time for physical inspection of goods was reduced from 8.0 hours to 5.6 hours.
Reduce 50% of steps in testing and decision making, accreditation
Regarding customs procedures, customs inspection and supervision of duty-free goods in the case where an enterprise has many duty-free shops and duty-free warehouses at different locations under the management of different provincial and municipal Customs Sub-Departments and Customs Departments, the Plan has amended Form No. 06/BBBG in the direction of allowing the provision of interactive forms; unifying the process of customs procedures and customs supervision of goods transported between duty-free warehouses and duty-free shops.
For procedures for temporary suspension/resumption of operations of bonded warehouses; tax-free warehouses; locations for collection of small goods; petroleum warehouses; extended air cargo warehouses; locations for gathering, inspection, and supervision of concentrated export and import goods; locations for gathering, inspection, and supervision of postal and express delivery goods; locations for gathering, inspection, and supervision of export and import goods in border areas; warehouses, locations in seaports, inland waterway ports, international airports, and international railway stations that are eligible for gathering, inspection, and customs supervision, the Procedure Simplification Plan is as follows:
- Reduce 50% of the steps taken by the regional Customs Branch to inspect and issue a Decision on the location of goods gathering and inspection or report to the Director of the Customs Department to issue a Decision on bonded warehouses, CFSs, non-extended warehouses, duty-free shops, centralized inspection locations and locations for express delivery and postal goods. Reduce the implementation time from 15 days to 07 days.
- Change the implementation method: reduce paper documents, businesses do it when registering online on the online public service platform.
- Decentralize the authority to handle administrative procedures from the General Department of Customs (now the Customs Department) to assign the Customs to manage warehouses and locations for goods gathering and inspection locations (except for bonded warehouses, CFSs, non-extended warehouses, duty-free shops, centralized inspection locations and locations for express delivery and postal services, which are still implemented at the Customs Department level).
For procedures for expanding, narrowing, moving, transferring ownership of bonded warehouses, tax-free warehouses; locations for collecting small goods; petroleum warehouses; extended air cargo warehouses; locations for carrying out customs procedures at ports of export and import of goods established inland; locations for gathering, inspecting, and supervising concentrated export and import goods; locations for gathering, inspecting, and supervising concentrated postal and express delivery goods; locations for gathering, inspecting, and supervising export and import goods in border areas; warehouses, locations in seaports, inland waterway ports, international airports, and international railway stations eligible for gathering, inspecting, and supervising customs, the Plan cuts 02/03 of the dossier components (equivalent to a 67% reduction in dossier components), including: Design diagram; related contracts. Reduce implementation time from 15 days to 07 days. Change the implementation method from paper records to enterprises registering online on the online public service platform instead of registering directly or online as at present. At the same time, decentralize the handling authority from the General Department of Customs (now the Customs Department) to the regional Customs Branch for the location of goods gathering and inspection.
The plan also simplifies procedures for recognizing locations for gathering, checking, and supervising concentrated export and import goods; locations for gathering, checking, and supervising concentrated postal and express delivery goods; locations for gathering, checking, and supervising export and import goods in border areas. Specifically as follows:
- Simplify procedures for warehouses and locations into 01 procedure for recognizing warehouses and locations.
- Cut 4/5 components of the dossier (equivalent to 80% reduction in the dossier components) including: Business registration certificate/Investment certificate; design diagram; certificate of eligibility for fire prevention and fighting; international airport planning document/document of competent authority approving the planning for the development of the logistics center system.
- Reduce 50% of the steps from the regional Customs Branch to inspect and perform recognition.
- Reduced implementation time: from 15 days to 07 days.
- Change the implementation method from paper records to online registration on the online public service platform.
- Decentralize the authority to handle administrative procedures from the General Department of Customs (now the Customs Department) to the regional Customs Branch for the location of goods gathering and inspection (except for bonded warehouses, CFSs, non-extended warehouses, duty-free shops, centralized inspection locations and locations for express delivery and postal goods, which are still performed at the Customs Department level).
Abolish and simplify some business conditions on gathering places, warehouses and yards.
In addition, the Plan also simplifies some business conditions related to gathering locations and warehouses. Specifically:
Regarding the conditions for operating bonded warehouses and LCL collection locations, the Plan has abolished 03 conditions for recognizing bonded warehouses and LCL collection locations: (1) Having software that meets the requirements for managing, storing, and exporting data online to customs authorities on the name of goods, type, quantity, status of goods, time of goods being brought in, taken out, and stored in bonded warehouses/LCL collection locations in detail according to the bill of lading and/or customs declaration for management according to the Automatic Goods Management and Monitoring System. (2) Having a camera system that meets the requirements for online connection with the managing customs authority. Images can be observed at all locations of the bonded warehouse, bonded yard (including gates, doors and inside the warehouse, except for bonded warehouses containing frozen goods that do not need to be installed in the warehouse), LCL collection locations at all times of the day (24/24 hours), image data is stored for at least 06 months. (3) For the collection location of small-scale goods: There must be a fence separating it from the surrounding area, ensuring working conditions for customs agencies such as workplaces, places for goods inspection, places for installing customs inspection equipment, and warehouses for storing evidence of violations according to regulations of the Ministry of Finance.
Regarding the conditions for recognition of locations for customs procedures at dry ports; locations for gathering, inspecting, and supervising concentrated export and import goods; locations for express delivery and postal goods, the Plan has simplified 01 condition and abolished 03 conditions, specifically:
Amend the location requirements for centralized gathering, inspection, and supervision locations for export and import goods; locations for express delivery and postal goods into general business conditions for types of warehouses, yards, gathering, inspection, and customs supervision locations as follows:
+ The location for gathering, inspecting and supervising concentrated export and import goods is located in border gate areas or industrial parks or high-tech zones or border gate economic zones with plans for developing logistics center systems approved by competent authorities.
+ Locations for gathering, centralized inspection and supervision of postal and express delivery goods, except for locations where only enterprises designated under the Postal Law operate, located in the planning area of international road border gates or international railway stations or areas approved by competent authorities for the development planning of logistics center systems;
+ The location for gathering, inspecting, and supervising export and import goods in the border area is located in the border economic zone or the land border gate area. In case it is located outside the border economic zone, the distance from the border gate area must not exceed 10 km.
At the same time, the Plan has abolished 03 conditions: (1) Having software that meets the requirements for managing, storing, and exporting online data to customs authorities on the name of goods, quantity, status of goods, time of goods being brought in, taken out, and stored in the detailed location according to the bill of lading and/or customs declaration for management according to the Automatic Goods Monitoring and Management System; (2) Having a camera system that meets the requirements for online connection with the managing customs authority. Images can be observed at all locations of the customs clearance location at all times of the day (24/24 hours), image data is stored for at least 06 months. (3) For locations for gathering, checking, and monitoring concentrated export and import goods; Express delivery and postal locations: Locations separated from surrounding areas by a fence system, meeting the inspection and supervision requirements of customs authorities, except for locations located in border gates and ports that have fences separating them from surrounding areas.
The plan also abolishes 09 conditions related to the recognition of long-term air cargo warehouses; confirmation of petroleum warehouses eligible for customs inspection and supervision; recognition of bonded warehouses; recognition of warehouses, yards, and locations in seaports, inland waterway ports, international airports, and international railway stations eligible for customs assembly, inspection, and supervision, specifically:
Abolish 09 conditions:
- Applicable to bonded warehouses: Enterprises producing export goods with export turnover of 40 million USD or more.
- Has software that meets the requirements for management according to the Automatic Goods Management and Monitoring System.
- Has a camera system that connects online with customs authorities.
- For non-extended warehouses: Warehouses and yards are separated from the surrounding area by fences, with separate areas for storing exported and imported goods.
- For bonded warehouses: Have an accounting system and apply information technology according to the standards of state management agencies to monitor and manage imported, exported, stored and in stock goods in the warehouse.
- For warehouses, yards, and locations in seaports, inland waterway ports, international airports, and international railway stations: The location is separated from the surrounding area by a fence system, meeting the inspection and supervision requirements of customs authorities, except for locations located in border gates and ports that have fences separating them from the surrounding area.
- Have been exporting for at least 02 consecutive years or more without violating customs and tax laws.
- Comply with accounting and statistical laws.
- Make payments through banks in accordance with the law.
