Xuan Truong Enterprise requests to expand 415 km of North-South Expressway with capital of 59,632 billion VND

Currently, there are at least 6 domestic investors proposing to participate in investing in expanding the North-South expressway in the East from 2-4 lanes to 6 lanes under the PPP method.

Xuan Truong Construction Enterprise has just sent a document to the Prime Minister regarding investment in expanding the eastern sections of the North-South Expressway under the PPP method.

Specifically, Xuan Truong Construction Enterprise proposed that the head of the Government allow investment in expanding some sections of the North-South Expressway under the PPP method with a total length of 415 km and a total investment of VND59,632 billion.

There are 9 North-South expressway component projects included in the expansion proposal of Xuan Truong Construction Enterprise, including: Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo.

These component projects are 35 km - 66 km long, currently have 4 lanes, 17 m roadbed width, and are proposed to be expanded to 6 lanes.

Mr. Nguyen Van Truong - Director of Xuan Truong Construction Enterprise proposed to implement projects under the PPP method, BOT contract, combining owner's capital and commercial loans (not using state budget support capital).

The enterprise commits to arrange financial resources, human resources, and equipment to implement in accordance with regulations and completion progress as required by competent authorities; closely coordinate with the Ministry of Construction , People's Committees of localities and relevant agencies in the process of preparing and implementing the project; fully comply with legal regulations on investment, construction, environmental protection and traffic safety.

It is known that there are currently at least 6 domestic investors proposing to participate in investing in the expansion of the North-South expressway in the East, including: Deo Ca Group, Son Hai Group, Phuong Thanh Transport Construction Company, VIDIFI, VEC, Rang Dong Joint Stock Company.

Previously, the Ministry of Construction proposed two investment options to expand 15 component projects using public investment capital under the Investment Project for some sections of the North-South Eastern Expressway in the 2017-2020 period and the Investment Project for the North-South Eastern Expressway in the 2017-2020 period.

With option 1, the Ministry of Construction combines the North-South expressways in the East into one project for investment (including 15 expressways) with a total length of about 966 km and a total investment of about 128,292 billion VND (excluding interest during construction).

With option 2, the Ministry of Construction proposed to split the project into 2 (one project per area). Of which, Project 1 includes 8 component projects from Mai Son to Cam Lo with a total length of about 415 km, total investment of about 54,182 billion VND (excluding interest during construction).

Project 2 includes 7 component projects from Quang Ngai to Dau Giay with a total length of about 551 km, total investment of 74,110 billion VND (excluding interest during construction).
