Strengthening the steering committee

The Census is a large-scale, comprehensive statistical survey nationwide, carried out under the direction of the Prime Minister and the Central Census Steering Committee.

According to the City Statistics Office, the results of the survey will be important information for policy making and strategies for sustainable development in agriculture and rural areas; and at the same time contribute to the completion of the national statistical information system. To conduct the census, investigators will visit households to collect 10 core groups of information, including: Demographics, labor, land use, crops, livestock, production assets, agricultural services, income, infrastructure and living environment. For sample households, additional information will be provided on production support, market access and sustainability.

This year's Census takes place in the context that Hue City and the whole country are restructuring the 2-level local government model. This poses many difficulties for the investigation work, especially the consolidation of the Steering Committee and standing teams at the commune level. Since the end of 2024, the Head of the City Census Steering Committee has decided to establish a standing team to assist, from which the Steering Committees at the district and commune levels have been established. After restructuring the 2-level local government model, the City Statistics Office has advised on the consolidation of the Steering Committee and standing teams. Accordingly, the whole city has 38/40 communes and wards that are eligible to establish a commune-level Steering Committee, of which 35/38 have been established, the two wards that are not eligible are Thuan Hoa and Phu Xuan. The whole city has 1,118 villages/residential groups listed and updated on the website with 246,455 households surveyed, of which 127,141 households have agricultural, forestry and fishery activities.

In addition, the Steering Committee also selected 78 commune questionnaire investigators, 8 farm questionnaire investigators, 1,012 total household questionnaire investigators, 85 sample household questionnaire investigators, and 127 survey team leaders. All investigators met the requirements according to the Census plan. At the same time, the Steering Committee also selected city supervisors and commune-level supervisors according to the Census plan to supervise the activities of the network of team leaders and investigators; supervise and provide professional support to the lower-level Steering Committees. The Steering Committees at all levels organized many training courses for related teams of investigators and supervisors.

Ms. Mai Thi Hue, an investigator in Phu Vang commune (merged from Phu Da town, Phu Gia commune, Vinh Ha) said, to participate in the Census, we were trained in techniques and implementation procedures. The biggest advantage in this year's investigation process is the assistance from technology.

Ensure correct route

Mr. Hoang Van Sy, Deputy Head of the Standing Committee of the Census Steering Committee, Director of the City Statistics Office, shared that the Census was conducted during the implementation phase of the 2-level local government model, so the initial phase encountered some difficulties. Since July 1, most of the statistical office staff have received new assignments, the commune-level Steering Committees have not yet been fully established, causing difficulties in coordination between the statistical team and enumerators at the commune and ward levels. Some areas have difficult roads due to the large distances between households, requiring long travel, affecting the progress of the survey. In the first week of July 2025, all commune and ward Steering Committees have just begun to be fully established, so they encountered difficulties in directing and operating the first days of the Census. However, the above-mentioned difficulties were promptly overcome, so certain initial results have been achieved.

According to data from the City Statistics Office, in the first week of implementation, the information collection work was still on schedule. Steering Committees at all levels regularly conduct online and in-person inspections to detect errors and mistakes for correction, ensuring completion on time as prescribed.

Mr. Hoang Van Sy said that to ensure the successful implementation of the census, it is necessary to have synchronous participation from the city to the commune, village and group. Units must step up propaganda so that people clearly understand the purpose, meaning and responsibility to participate in providing truthful and complete information. Members of the Steering Committee and the commune-level support team closely monitor the area, promptly handle arising situations, ensure progress and quality according to the survey plan. The team leader and investigators must follow the correct procedures, effectively use electronic devices in recording the ballots, absolutely not allow errors to occur, ensuring the accuracy and completeness of information. The People's Committee of the commune and related units create favorable conditions in terms of time and means for the investigation force to complete the task well within the prescribed time.
