However, to achieve the economic growth target of 8% or more, the remaining tasks in the last 6 months of the year are quite large, it is necessary to closely assess the current situation to have timely adjustments to management and operation activities... Those are the contents considered and evaluated by delegates at the 10th Session of the 10th Provincial People's Council.

According to the report of the Provincial People's Committee presented at the 10th Session, in the first 6 months of 2025, the socio-economic situation in the province continued to develop, the main indicators all increased compared to the same period last year, the expected economic growth of the province in the second quarter and 6 months exceeded the proposed growth scenario (growth scenario is 6.45%).

Of which, economic growth is estimated at 6.64%; total social investment capital mobilization is estimated at 18,147 billion VND, an increase of 11.34% over the same period in 2024, equal to 37.91% of the plan; total export turnover is estimated at 1,293 million USD, an increase of 27.9% over the same period, reaching 69.4% of the plan; total state budget revenue in the area is estimated at 5,640 billion VND, an increase of 32.35% over the same period in 2024, equal to 71.77% of the central budget estimate, equal to 59% of the provincial People's Council's assigned budget estimate...

Vice Chairman of the Provincial People's Committee Truong Cong Thai said that to achieve these results, from the beginning of the year, the Provincial People's Committee promptly assigned targets and plans for 2025 and focused on directing all levels, sectors and localities to continue promoting the spirit of proactiveness, creativity, concentration and determination to carry out tasks and solutions to promote economic growth, successfully implement socio-economic development goals and tasks, and ensure national defense and security in 2025.

After the Government issued Resolution No. 25/NQ-CP, dated February 5, 2025, the Provincial People's Committee urgently, resolutely and promptly developed the "Supplemental Project on Socio-Economic Development in 2025", which clearly identified growth scenarios for each sector, growth drivers, and key solutions to achieve the target of GRDP of 8% or more in 2025. At the same time, Plan No. 59/KH-UBND, dated March 18, 2025, identified 56 specific tasks assigned to each agency and unit to take charge of implementation, expected products, results, completion time, and identified a list of off-budget projects that need to be focused on resolving, creating additional resources, etc.

Analyzing economic growth, Deputy Head of the Economic - Budget Committee of the Provincial People's Council Pham Van Hanh said: Besides the achieved results, the socio-economic situation of the province still faces some difficulties and challenges that require timely solutions to complete the set targets and plans.

The task of accelerating the disbursement of public investment capital and national target program capital in the last 6 months of 2025 is extremely urgent and urgent. It is recommended that the Provincial People's Committee should have more drastic directions to accelerate the disbursement of capital sources, especially central capital, to avoid the situation where capital is both lacking and low, but capital is cut...".

According to Mr. Hanh, although the growth exceeded the set scenario, it only reached 39.15% compared to the whole year. The production and business situation of the industrial and construction sectors has not had many new products. The implementation of a number of tasks to accelerate the investment progress of key projects and growth drivers is behind schedule compared to the set requirements; the collection of land use fees at the provincial level to serve the implementation of public investment continues to face difficulties. The agricultural economy is still the mainstay, making it difficult to create a breakthrough in a short time, greatly affecting the implementation of the plan for the year, creating great pressure on growth for the last 6 months of the year.

At the meeting, many practical solutions were also considered and proposed by delegates. In particular, the immediate task is to closely assess the current situation to have timely adjustments to socio-economic management and operation activities; review the growth scenario to have solutions for low-growth areas; focus on disbursing all investment capital assigned by the Provincial People's Council, as well as capital sources from the Central Government; quickly deploy key public investment projects in the province; promptly and on schedule implement capital for national target programs; have effective solutions to promote production and business, improve the investment environment and remove difficulties, creating favorable conditions for enterprises to implement projects that have called for investment...

In addition, the Provincial People's Committee continues to promote solutions to collect state budget; strengthen management and prevent revenue loss, especially tax loss in business and real estate transfer; effectively manage new revenue sources arising in the context of digital economic development and e-commerce.

Some opinions say that, to be suitable for the local government after the merger, the Dak Lak Provincial People's Committee needs to coordinate with the Phu Yen Provincial People's Committee to develop a draft Resolution on the socio-economic development plan and local budget for the last 6 months of the year of the (new) Dak Lak province with targets, orientations, and tasks suitable for the new local government...
