Adjusting social housing targets to be closer to reality, keeping the target on scale unchanged

(Chinhphu.vn) - Deputy Prime Minister Tran Hong Ha emphasized this requirement at a meeting to give opinions on the draft Decision of the Prime Minister adjusting the assignment of social housing completion targets in 2025 and the following years until 2030 for localities to add to the socio-economic development targets, on the afternoon of July 25.

Explaining the reasons for not completing social housing targets

Deputy Prime Minister Tran Hong Ha pointed out the fact that many localities have not yet completed the social housing targets assigned by the Prime Minister in 2025. Therefore, the Ministry of Construction and localities must re-evaluate the entire implementation, clarify the causes, carefully consider the actual demand for social housing in each place, and avoid making adjustments that are merely formal. "Adjustments are necessary but must be based on the actual implementation capacity of the locality."

According to the report of the Ministry of Construction, in 2025, the Prime Minister assigned the target for localities to complete 100,275 social housing units.

As of June 30, 2025, 35,631/100,275 social housing units have been completed nationwide (reaching 36% of the target set for 2025). To complete the goal of completing social housing in 2025, the number of social housing units that need to be completed from now until December 31, 2025 is up to 64,644 units.

After the administrative merger between localities, the Ministry of Construction proposed to maintain the target of completing social housing development nationwide in 2025. Adjust the target of completing social housing in localities implementing the merger in the direction of accumulating the target assigned by the Prime Minister. The target of completing social housing nationwide in the following years until 2030 is 895,170 units.

At the meeting, leaders of Ha Tinh, Lai Chau, Dien Bien, Cao Bang, Son La provinces and Can Tho City reported and explained the reasons for the slow progress in implementing social housing development targets, due to problems in investment procedures, site clearance or actual demand being lower than the assigned targets... Meanwhile, some localities such as Bac Ninh and Hai Phong are implementing the model effectively and can be replicated.

To complete the social housing development target for the 2026-2030 period, localities believe that it is necessary to review the demand, adjust the targets appropriately, speed up administrative procedures, choose reasonable investment options and adjust credit policies, especially preferential loan interest rates, to create more favorable conditions for people to access social housing.

Expanding the scope, shortening procedures, promoting construction commencement

Concluding the meeting, Deputy Prime Minister Tran Hong Ha affirmed that the Prime Minister’s decision to develop 1 million social housing apartments is a policy of profound political and social significance. This is not only the Government’s commitment to the people, but also a requirement to concretize the right to housing – a constitutional right of citizens, especially for vulnerable groups in society.

Although the main beneficiaries are currently workers and low-income earners, the policy needs to be expanded to include the armed forces, police, new graduates, civil servants and public employees whose incomes are not yet sufficient to buy commercial housing. Reality shows that the housing needs of these groups are very large and essential.

The Deputy Prime Minister pointed out that the main reason for not completing the social housing development target in 2025 in many localities is due to the lack of proper attention from Party committees and authorities; some places have not developed plans, planning, or allocated land funds for social housing, and even only rely on 20% of land funds from commercial housing projects - a mindset that is not consistent with the nature of social housing policy.

The Ministry of Construction must closely coordinate with localities to review all data on social housing development targets, clearly identify projects that meet legal conditions and can start construction. If there is a discrepancy between the registered targets and the implementation capacity, it is necessary to clearly identify who is responsible? On that basis, the Ministry of Construction completes the proposal to adjust social housing development targets in localities but still maintains the same scale target, only changing the way of measuring results to be more realistic.

At the same time, it is necessary to learn from effective models to replicate them nationwide, ensuring the goal of completing at least one million social housing units by 2030 as set out in the Government's Resolution.

In addition, the Deputy Prime Minister said that it is necessary to add a more flexible approach in determining the results of implementing social housing development targets. In addition to the number of completed apartments, it is possible to calculate the number of projects that have met legal conditions and can start construction in 2025. This is the basis for promoting progress and recognizing real efforts, avoiding the situation of chasing after formal numbers.

Based on Resolution 201/2025/QH15, piloting a number of specific mechanisms and policies for social housing development, and Decree 192/2025/ND-CP, providing detailed instructions for the implementation of Resolution 201/2025/QH15, effective from July 1, 2025, localities must urgently study and apply a streamlined process to speed up the selection of investors and project commencement. If previously it took 3 months for procedures, now it may only take a few days to a week. The Ministry of Construction needs to guide and support localities in timely implementation, avoiding delays due to administrative reasons.

Regarding financial policy, the Deputy Prime Minister requested the Ministry of Construction to coordinate with the State Bank and the Ministry of Finance to urgently amend the content related to preferential credit loans for social housing buyers as stipulated in Decree No. 100/2015/ND-CP on the development and management of social housing.

The Deputy Prime Minister noted that localities should add housing needs of cadres, civil servants and public employees after administrative merger into their local housing development plans.
