The friendly and enthusiastic attitude of the transaction officers, the fast progress of work processing, the increasingly simple process of implementing administrative procedures... are the comments of people and units coming to transact at the "one-stop" department of Social Insurance Region XVIII in Vinh Phuc .
Ms. Nguyen Thi Thu, an officer in charge of the social insurance sector of Tien Thinh Company Limited (Vinh Yen) said: "Thanks to the implementation of electronic transactions, I do not spend much time and effort traveling when having to carry out administrative procedures related to social insurance, health insurance, and unemployment insurance policies for employees. In some cases, I have to go directly to the social insurance agency, the transaction time is also very quick thanks to the increasingly shortened and simplified administrative procedures."
With just a few steps on the VssID digital social insurance application, Mr. Vu Van Hai, Lien Bao ward (Vinh Yen) has completed the administrative procedure to request a change in the form of receiving social insurance benefits. Mr. Hai said: “Previously, I received monthly social insurance benefits in cash, now I want to switch to receiving them through a bank account so I don't have to go back and forth many times. Knowing that I can perform the procedure to change the form of receiving social insurance benefits through the VssID application, I did it directly and found it very quick and convenient.”
Currently, the whole province has more than 286,000 people of working age participating in social insurance, accounting for about 47% of the workforce; the number of people participating in health insurance is nearly 1.2 million people, equivalent to 96% of the population. Although the volume of receiving and handling administrative procedures of the social insurance agency is increasing, the records are always processed promptly, in accordance with regulations, ensuring the rights and interests of participants and beneficiaries.
On average, each year, the Social Insurance agency receives and returns results for more than 1 million administrative procedure records, without any backlog or delays; there is no feedback from people or businesses about the working style and attitude of the Social Insurance agency's officers and employees.
The above results were achieved thanks to the synchronous implementation of administrative reform solutions associated with digital transformation by Social Insurance Region XVIII with the motto "Creative, flexible, taking people and businesses as the center of service".
In the spirit of putting oneself in the position of organizations and individuals when implementing administrative procedures, the Social Insurance agency has established a focal point to control administrative procedures, responsible for reviewing and detecting unreasonable procedures and details to propose to Vietnam Social Insurance to reduce and amend.
In the period 2009 - 2024, the Social Insurance sector has reduced more than 90% of administrative procedures (reduced from 263 administrative procedures in 2009 to 24 administrative procedures in 2024). Thereby, helping to minimize administrative procedures, creating favorable conditions for people and businesses in implementing administrative procedures related to the fields of social insurance, health insurance, and unemployment insurance.
At the same time, Social Insurance Region XVIII focuses on thoroughly grasping and improving the spirit, attitude and working style of officials and civil servants in the whole sector when contacting and working with organizations and citizens; diversifying the forms of receiving and returning results of administrative procedure settlement to create maximum favorable conditions for people and businesses.
One of the important factors contributing to promoting administrative reform in the social insurance sector in recent times is the maximum application of information technology and digital transformation in management and operation activities. The industry's professional software is constantly improved with many intelligent functions to help management work have many innovations, meeting the requirements of increasing work processing speed and ensuring accuracy and speed.
In addition, the whole sector has promoted online public services and electronic transactions. Currently, 100% of administrative procedures in the social insurance sector are implemented under the one-stop, one-stop mechanism; 100% of records, administrative procedures and work are processed online.
In 2024, 100% of administrative procedures will be resolved by the Social Insurance Agency on time as prescribed, of which more than 89% of the records will be resolved ahead of schedule, the rate of online resolution will reach 99%. In the first quarter of 2025, 100% of the records will be resolved on time as prescribed, of which more than 83% of the records will be resolved ahead of schedule, with no late resolution; the rate of online resolution will reach 94%.
Implementing Project No. 06 of the Government, Social Insurance Region XVIII has promoted sharing and updating information between the national database of the Social Insurance sector and the national database on population of the Ministry of Public Security ; promoted the deployment of essential public services. Thereby, bringing more and more conveniences to serve people and businesses better; reducing costs and time for organizations and individuals when transacting with Social Insurance agencies.
Up to now, nearly 99% of health insurance participants in the province have had their data synchronized with their citizen identification cards; 100% of medical examination and treatment facilities in the province have looked up medical examination and treatment information using chip-embedded citizen identification cards; the number of searches to date is more than 2.3 million, of which nearly 1.9 million were successful (81.17%).
With synchronous solutions and many positive results, the Social Insurance sector is always one of the leading units in the province in administrative reform. Determined to continuously improve the quality of service to people and businesses, Social Insurance Region XVIII continues to promote propaganda, dissemination, and improve the spirit and service attitude of each officer and employee.
