Overview of the conference summarizing 10 years of implementing Directive No. 05-CT/TW, dated May 15, 2016 of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" held on June 26, 2025 (the content is chaired and advised by the Department of Political Theory and Party History).
The Department of Political Theory and Party History has the assigned functions and tasks of advising on Party building work in the fields of politics, ideology, ethics, political theory education, Party history, studying and following Ho Chi Minh's ideology, ethics and lifestyle; researching, studying and thoroughly grasping the resolutions of the Party and Party committees at all levels. In the past time, the Department of Political Theory and Party History has always been united, proactive and active in advising on the good implementation of assigned tasks in the direction of innovation, creativity, suitable to the practical situation of the locality and unit and achieved many outstanding results. Thereby, contributing to the successful completion of all assigned propaganda and mass mobilization tasks, at the same time contributing to the successful implementation of all political tasks, socio -economic development, ensuring national defense and security in the province.
Regarding the advice on the implementation of Conclusion No. 01-KL/TW on continuing to implement Directive No. 05-CT/TW of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle" (hereinafter referred to as Conclusion No. 01-KL/TW): Advise the Board's leaders to advise the Provincial Party Committee Standing Committee to promptly direct the implementation of the organization of dissemination, study and concretization of Conclusion No. 01-KL/TW and the Central's directives and instructions; organize a peak political and ideological activity to implement the annual Special Topic on studying and following Ho Chi Minh's ideology, morality and lifestyle in conjunction with the work of building and rectifying the Party and the political system according to Conclusion No. 21-KL/TW, dated October 25, 2021 of the Party Central Committee; implementing the study of the content of the articles and works of the late General Secretary Nguyen Phu Trong and General Secretary To Lam. Advising on the promulgation and implementation of the Plan to implement Conclusion No. 01-KL/TW annually; organizing the research, compilation and publication of 06 specialized documents[1]; promoting the dissemination of studying and following Ho Chi Minh's ideology, morality and style among cadres, party members and people, especially the young generation, in the direction of innovation in content, methods and forms of organization, notably advising on the organization of 04 online quizzes to learn about the topic "Studying and following Ho Chi Minh's ideology, morality and style" annually (from 2022 - 2025) with more than 100,000 entries from cadres, party members and people in the province. Timely advise and guide on the work of discovering, building and replicating good models and effective methods; commend and reward typical and outstanding collectives and individuals with outstanding achievements in studying and following Uncle Ho. Accordingly, advise on selecting and introducing 01 typical, 09 good models, 01 creative way of studying and following Ho Chi Minh's ideology, morality and style to print propaganda books; select and introduce documents of 16 typical, 03 models in studying and following Ho Chi Minh's ideology, morality and style to build short films, documentaries, honor in the Exchange Program of typical models "Ho Chi Minh - Journey of Aspiration" and participate in the Exhibition "Ordinary but noble examples" every year. Advised the Prime Minister and the Head of the Central Propaganda Department to commend 08 collectives and 15 individuals who are exemplary and typical in studying and following Ho Chi Minh's ideology, morality and lifestyle. 05 works received the Award for composing and promoting literary, artistic and journalistic works on the theme "Studying and following Ho Chi Minh's ideology, morality and lifestyle". Actively advised the Provincial Party Committee to organize a conference to summarize 10 years of implementing Directive No. 05-CT/TW of the 12th Politburo "On promoting studying and following Ho Chi Minh's ideology, morality and lifestyle", in which 17 collectives and 18 individuals received Certificates of Merit from the Chairman of the Provincial People's Committee.
Regarding the implementation of political theory work: Advise on the issuance and implementation of Project No. 04-DA/TU, dated September 29, 2021 of the Cao Bang Provincial Party Committee on innovation and improvement of the quality and effectiveness of research, study, dissemination, propaganda and implementation of Party directives and resolutions (CTNQ) for the period 2021 - 2025 effectively. Accordingly, along with implementing the Central's directives, every quarter, the department proactively researches, reviews and advises on the organization of conferences to study, disseminate and implement newly issued CTNQs and conclusions of the Central and the province to ensure timeliness, progress and quality; advises on the implementation of many solutions to improve the quality and effectiveness of the reporting team's activities. From 2020 to present, the whole province has organized 24,998 conferences to study the Resolution for 1,027,796 people to study and disseminate, of which: the staff office organized 19 provincial-level conferences with 69,204 people; directed and guided the organization of 131 conferences at the district, city, and party committee levels directly under the Provincial Party Committee with 19,893 people; 14,381 grassroots conferences with 483,737 people; disseminated and propagated the Resolution to the people in 25,654 sessions with 1,377,576 members, union members, and the masses.
Advise on the orientation of political theory education activities at Hoang Dinh Giong Political School and Political Centers (TTCT) at all levels. Advise on the implementation of many activities to contribute to gradually improving the quality and effectiveness of political theory education work in the whole province such as: successfully organizing the Provincial-level Excellent Political Theory Lecturer Competition, sending 02 lecturers to participate in the regional competition and winning 02 consolation prizes (in 2022); presiding over and coordinating with Hoang Dinh Giong Political School to conduct inspections and observe teaching hours for district-level TTCTs; organizing professional training for full-time lecturers and part-time lecturers at district-level TTCTs...
Advise on the issuance and direction of the implementation of many directives and orientations of the Provincial Party Standing Committee such as: Directive No. 35-CT/TU, dated July 18, 2024 on strengthening discipline, administrative discipline; public ethics and office culture of cadres, civil servants, public employees and officers and soldiers of the armed forces in the province; Plan to implement Directive No. 42-CT/TW, dated January 16, 2025 of the Politburo on strengthening the Party's leadership in the work of education on diligence, thrift, integrity, impartiality, etc.
Regarding the implementation of Party history work: Advise on the promulgation, implementation and summary and evaluation of 4 years of Project No. 02-DA/TU, dated June 25, 2021 of the Provincial Party Committee Standing Committee on "Research, compilation and publication of local party history publications, industry traditional history, period 2021 - 2025" (called Project No. 02-DA/TU), with 08 collectives and 07 individuals receiving Certificates of Merit from the Chairman of the Provincial People's Committee. By the end of June 2025, the whole province had researched, compiled and published 168 books, including 03 provincial books, 04 district-level party history books and equivalent, 07 industry traditional history books, 04 traditional history books of units under district party committees, city party committees, and party committees directly under the Provincial Party Committee, 150 commune-level party history books; Currently, the department is continuing to research, compile and publish 06 books on traditional industry history and 07 books on the history of the commune and town party committees. In which, the department directly presides over, advises on organizing research, compilation and publication of 03 books: "General Vo Nguyen Giap with the revolutionary homeland of Cao Bang" (Proceedings of the Scientific Seminar commemorating the 110th anniversary of General Vo Nguyen Giap's birth (August 25, 1911 - August 25, 2021); "Geography - History of Cao Bang province" (documents for high schools in Cao Bang province) and "Cao Bang land and people"; publishes propaganda documents on historical figures Thuc Phan - An Duong Vuong and Nung Tri Cao.
Advise on maintaining and effectively operating the Provincial Historical Manuscript Appraisal Council to carry out the task of appraising provincial historical publications, district-level Party history and equivalent, and provincial-level traditional industry history to ensure compliance with regulations and quality.
Advise on organizing activities to celebrate the 120th anniversary of the birth of comrade Hoang Dinh Giong (June 1, 1904 - June 1, 2024) with many practical, useful activities that have a wide-reaching impact, including successfully organizing a wide-ranging political activity and an online quiz contest "Learning about the life and revolutionary career of comrade Hoang Dinh Giong". Collect, exploit documents and advise the Board's leaders to advise the Provincial Party Committee Standing Committee to coordinate with the Ho Chi Minh National Academy of Politics to research and verify documents about comrade Hoang Van Non (aka Hoang Nhu) as a basis for proposing the Politburo and the Secretariat to consider and recognize him as an exemplary senior leader of the Party and the Vietnamese revolution.
In addition, the Department of Political Theory and Party History has actively participated in emulation movements launched by sectors and levels; cultural and sports activities according to the plans of the Party Cell and mass organizations; contributed to various humanitarian and charity funds and activities to support and help build new rural areas; actively applied digital transformation in implementing assigned tasks...
The Department of Political Theory and Party History was honored to receive a Certificate of Merit from the Head of the Provincial Party Committee's Propaganda and Mass Mobilization Department at the 1st Advanced Model Conference (2025 - 2030)
With the achieved results, for 5 consecutive years (2020 - 2025), the collective of the Department of Political Theory and Party History has achieved the title of "Excellent Labor Collective" and has been honored to receive a Certificate of Merit from the Chairman of the Provincial People's Committee for outstanding achievements in the period of 2020 - 2021, 2022 - 2023 and Certificates of Merit from the Provincial Party Committee's Propaganda Department (now the Provincial Party Committee's Propaganda and Mass Mobilization Department). The department's cadres and civil servants have all achieved the title of "Advanced Laborer" or higher, some have achieved the title of "Grassroots Emulation Fighter" and have been awarded many Certificates of Merit and Certificates of Merit from all levels; In particular, 03 comrades were honored to be trusted and appointed to leadership and management positions at the Board and Department levels, and 01 comrade was honored to receive a Certificate of Merit from the Head of the Central Propaganda Department for his outstanding achievements in advising on the implementation of Conclusion No. 01-KL/TW, dated May 18, 2021 of the Politburo on continuing to implement Directive No. 05-CT/TW on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in 2024.
