The Department of Finance's citizen reception location is on the 3rd floor, 38 Xuan Dai (Hai Duong City).
The Department of Construction's citizen reception location is on the 1st floor, No. 5 Thanh Nien (Hai Duong City).
The Department of Science and Technology's citizen reception location is on the 1st floor, 209 Nguyen Luong Bang (Hai Duong City).
The Department of Home Affairs' citizen reception location is on the 1st floor, No. 8 Pham Su Menh (Hai Duong City).
Hai Duong Provincial Police also changed the location for receiving citizens to the old Hai Duong City Police Headquarters at 25 Ho Chi Minh Boulevard (Hai Duong City) from March 20, 2025.
Previously, Hai Duong merged the Department of Home Affairs and the Department of Labor, War Invalids and Social Affairs into the Department of Home Affairs; the Department of Finance and the Department of Planning and Investment into the Department of Finance; the Department of Construction and the Department of Transport into the Department of Construction; the Department of Science and Technology and the Department of Information and Communications into the Department of Science and Technology. The Department of Agriculture and Rural Development and the Department of Natural Resources and Environment were merged into the Department of Agriculture and Environment.
