At this time, the People's Committee of Ha Huy Tap Ward is focusing on completing the necessary documents and procedures to start construction of the resettlement area for the high-speed railway project on the North-South axis in Lien Vinh village on August 19, in accordance with the direction of the Government, the Ministry of Construction, the Provincial Party Committee and the Provincial People's Committee.

The resettlement area in Lien Vinh village, Ha Huy Tap ward is the location chosen by Ha Tinh to implement the first resettlement area of the province, together with other provinces and cities across the country, to hold a groundbreaking ceremony on August 19 - marking the "milestone" of the official time to start implementing the site clearance work for the high-speed railway project on the North - South axis.
The People's Committee of Ha Huy Tap Ward is the authority that decides on investment, organizes the establishment, appraisal, approval and implementation of the resettlement project in Lien Vinh village. Through the review and inspection process, the resettlement area has an area of 3.6 hectares, with 57 plots of land planned.

Mr. To Thai Hoa - Chairman of Ha Huy Tap Ward People's Committee said: Recognizing the importance of the task assigned by the province, in recent days, the locality has urgently organized the implementation of documents, procedures, established a schedule and related contents to invest in the construction of the resettlement area in accordance with the provisions of law. Up to now, the locality has completed the land use planning, prepared a project pre-feasibility study report. After approving the technical economic report and estimate, the selection of contractors will begin to start construction.
“The locality is actively coordinating with departments and branches to quickly complete procedures with the goal of ensuring that by August 19, the construction of the first resettlement area of the high-speed railway project through Ha Tinh is carried out in accordance with the province's requirements,” Mr. To Thai Hoa informed.

According to preliminary statistics of Ha Huy Tap ward, with a length of 9.1km of the high-speed railway project on the North-South axis passing through the area, it is expected to affect 1,028 plots of land, an area of 71 hectares, of which 207 households are subject to resettlement. In addition to the resettlement area in Lien Vinh village, 2 other resettlement areas are being built in the ward.
“The ward has basically completed collecting opinions from the community on the locations for resettlement areas. Through understanding, people highly agree with the 3 locations where the locality will build resettlement areas,” said Chairman of the People’s Committee of Ha Huy Tap Ward, To Thai Hoa.


Meanwhile, in Cam Lac commune, the 8.1km high-speed railway project on the North-South axis is expected to pass through the area, requiring the acquisition of 56.2 hectares of various types of land, with 117 households having residential land and houses affected. In addition, there are about 40 households located between the corridors of the two high-speed railway projects and the North-South expressway.
The number of households "expected" to be resettled is 100 households (not including households with residential land and houses located between the North-South expressway and the North-South high-speed railway).

Mr. Bien Van Thuyet - Party Secretary, Chairman of Cam Lac Commune People's Council said: Along with proactively reviewing and counting the volume of land acquisition and clearance, the locality has organized surveys and meetings to widely collect opinions from households to agree on the construction locations of 4 resettlement areas with a total area of 9.2 hectares.
People expected to be resettled expressed their agreement with the resettlement areas as the new residential areas are high, have convenient transportation, and are easily connected to existing residential areas. However, due to some problems in the land use planning for the period 2021 - 2030, the locality is currently coordinating with the Department of Agriculture and Environment and related departments and agencies to resolve them.

The high-speed railway project on the North-South axis passes through Ha Tinh with a total length of about 103.42km, with the starting point in Bac Hong Linh ward bordering Nghe An province, the end point in Vung Ang ward bordering Quang Binh province, now Quang Tri province.
According to a review by localities in Ha Tinh, the high-speed railway is expected to affect nearly 2,000 households, of which about 1,279 households will have to be resettled. The province plans to build 35 resettlement areas with a total area of about 87.4 hectares, with an estimated cost of about VND1,100 billion.

Mr. Le Anh Son - Deputy Director of the Department of Construction said: Based on the preliminary design documents in the project's pre-feasibility study report, localities have proactively reviewed and counted the volume of land acquisition and clearance, the number of resettled households; informed and propagated to people about the project, not to build, expand works, or plant trees illegally waiting for project compensation. At the same time, localities have also proposed resettlement construction locations. Up to now, localities have basically completed collecting opinions from the community on the locations of resettlement areas. In general, the locations planned for resettlement areas are all in favorable locations, receiving high support from the people.
According to Mr. Le Anh Son, the early completion of the construction of resettlement areas is a very important task, in order to facilitate the handover of at least 80% of the project site before December 2026 and the entire site before December 2027, meeting the general progress requirements as required by the Government.
