With the policy of supporting access to finance and credit, enterprises in the private economic sector, business households and individual businesses are supported by the State with an interest rate of 2%/year when borrowing capital to implement green, circular projects and apply the environmental, social and governance (ESG) standards framework. According to this plan, the State Bank of Vietnam will submit to the Government detailed regulations, application instructions and implementation organization in December 2025 and on the basis of those instructions, Lam Dong will quickly deploy the implementation.
The implementation of Resolution 198/2025/QH15 dated May 17, 2025 of the National Assembly, on a number of special mechanisms and policies for private economic development, has many policies to support breakthroughs in science and technology development, innovation and digital transformation, promoting advantages and encouraging creativity of enterprises. In particular, it is stipulated that enterprises are allowed to deduct up to 20% of their taxable income to establish a fund for science and technology development, innovation and digital transformation of enterprises. Enterprises are also allowed to use the fund to self-deploy or order external research and development of science and technology , innovation under the product contract mechanism. Enterprises are also allowed to deduct expenses to determine taxable income for the costs of research and development activities of enterprises at 200% of the actual costs of these activities when calculating corporate income tax according to Government regulations. The State allocates funds to provide free digital platforms and shared accounting software for small and micro enterprises, business households and individual businesses according to Government regulations.
The implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation in Lam Dong province has specific regulations, namely, improving productivity and quality of goods with support levels of 30 - 50 million VND/enterprise/year; intellectual property with support levels of 20 - 60 million VND/valid application; supporting enterprises in measurement with support levels of 50% of inspection and calibration costs; supporting enterprises in innovation with support levels of 20 - 100 million VND/enterprise/year. Currently, the Department of Science and Technology is developing an action program under the direction of the Provincial Party Committee for implementation in the province.
In addition, in 2025, the Central Government will allocate support resources for small and medium-sized enterprises (SMEs) to the three provinces of Lam Dong (old), Binh Thuan (old), and Dak Nong (old) - according to Decree 80/2021/ND-CP of the Government on supporting small and medium-sized enterprises in the province, which is 6,450 million VND. The Department of Finance has advised the Provincial People's Committee to issue a Decision on allocating additional central budget estimates with targets for local budgets to carry out the task of supporting SMEs. Specific support contents include technology, creative startups, human resource development, consulting, and participation in value chain industry clusters for SMEs. Accordingly, enterprises in Lam Dong province that meet the conditions under Decree 80/2021/ND-CP dated August 26, 2021 of the Government will be supported according to regulations.
In addition, in order to provide timely support to businesses in 2026 and the period of 2026 - 2028, the Department of Finance has advised the Provincial People's Committee to approve the "Plan and budget estimate for implementing the task of supporting SMEs, private enterprises, business households, and individual businesses in 2026, the period of 2026 - 2028" in Decision No. 567/QD-UBND dated July 29, 2025. In addition, the Department of Finance has advised the Provincial People's Committee to draft an Action Program to implement Resolution No. 68-NQ/TW, dated May 4, 2025 of the Politburo on private economic development.
