Proposal for traffic connection between Tan Son Nhat and Long Thanh airports

The Government Office has just issued Document No. 417/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at the 6th conference of the Southeast Regional Coordination Council and the 4th conference of the Steering Committee for the implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

The Prime Minister requested to soon propose a traffic connection plan between Tan Son Nhat and Long Thanh airports.

Accordingly, the Prime Minister stated that for the socio -economic development of the Southeast region, after the rearrangement of provincial administrative units, with a wider and more potential development space, the Southeast region needs a smart, effective, synchronous and sustainable regional development strategy.

The Prime Minister assigned the Ministry of Finance to preside over and coordinate with localities in the Southeast region to focus on reviewing and removing institutional obstacles for the region in the direction of strengthening decentralization, delegation of power, and reducing compliance costs; reviewing and updating regional planning in accordance with the rearrangement of provincial-level administrative units and orienting new socio-economic zoning in the direction of scientific, effective, constructive integration, based on practice rather than mechanical addition.

At the same time, identify the contents that need to be updated and adjusted in the Resolution of the Politburo on socio-economic development, ensuring national defense and security in the Southeast region, and report to competent authorities according to regulations. Localities in the region urgently review and adjust provincial planning to suit and maximize the potential and advantages of the new development space after the arrangement.

Regarding the Ho Chi Minh City Ring Road 4 Project, the Prime Minister requested localities in the region to promptly complete investment procedures to implement the project, focusing on unlocking institutional resources to apply specific mechanisms and policies on mineral exploitation, bidding, and not having to appraise sources and capital balance capabilities.

With the Can Gio International Transit Port Project, the Ho Chi Minh City People's Committee focuses on directing the early selection of investors to implement the project according to regulations.

For the Long Thanh International Airport Project, the Ministry of Construction urged the investor to direct decisively, mobilize maximum human resources and equipment, and thoroughly resolve difficulties to ensure the overall progress of the entire project to inaugurate the project on December 19, 2025.

Regarding the International Finance Center in Vietnam, the People's Committee of Ho Chi Minh City and the People's Committee of Da Nang City proactively coordinate with relevant ministries and branches to urgently implement the National Assembly's resolution on this content. The Ministry of Finance and relevant ministries and agencies, according to their assigned functions and tasks, draft Government decrees guiding the implementation of the National Assembly's resolution and submit them to the Government in September 2025.

Regarding the Ho Chi Minh City - Moc Bai Expressway Project, the Prime Minister requested the Ho Chi Minh City People's Committee and Tay Ninh province to review and immediately handle problems to ensure implementation progress.

Ho Chi Minh City People's Committee shall preside over and coordinate with Dong Nai Provincial People's Committee, Ministry of Construction and relevant ministries and agencies to urgently study and propose to the Prime Minister in the third quarter of 2025 the policy and plan for traffic connection (railway, subway) between Tan Son Nhat and Long Thanh airports.

Regarding the implementation of Resolution No. 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City, the Prime Minister requested Ho Chi Minh City and ministries and branches to continue implementing this resolution according to the motto "the mechanism has been approved, awareness has matured, it is necessary to be more determined, make greater efforts, be more proactive and creative, take more drastic, substantive and effective actions"; coordinate more closely and boldly in removing difficulties and obstacles, promoting new development creation mechanisms.

In addition, ministries, agencies and Ho Chi Minh City will organize an assessment and preliminary review of the implementation of Resolution No. 98/2023/QH15 in the third quarter of 2025 and proactively research and propose amendments and supplements to specific mechanisms and policies to maximize the new advantages of the two localities of Binh Duong and Ba Ria - Vung Tau after the merger and increase attractiveness, create conditions to attract investment, and ensure competitiveness with the region and the world.

The Prime Minister requested Ho Chi Minh City to develop a growth scenario for the last 6 months of the year and the whole year of 2025, striving to achieve the GRDP growth target of 8.5% in 2025 (10.3% in the last 6 months); contributing to the implementation of the country's GDP growth target of 8.3 - 8.5% in 2025.
