The Ministry of Justice has just announced the appraisal dossier of the draft decision of the Prime Minister on the roadmap for applying national technical regulations on exhaust emissions for automobiles participating in road traffic. The document was developed by the Ministry of Agriculture and Environment, aiming to replace the previous Decision 16/2019.

According to the proposal, cars with valid technical safety and environmental protection inspection certificates will continue to be in circulation until the next inspection period before having to apply the new emission standards. The roadmap is divided into groups of cars: cars manufactured before 1999 will apply level 1, cars from 1999 will apply level 2 as soon as the decision takes effect. Cars manufactured from 2017 will have to meet level 3 from January 1, 2026.
Special regulations for Hanoi and Ho Chi Minh City
Notably, vehicles manufactured since 2017 in Hanoi and Ho Chi Minh City will have to meet level 4 from January 1, 2027. For vehicles manufactured since 2022, the requirements will be higher: level 4 will apply from 2026 and increase to level 5 from 2028 in these two major cities. By 2030, all cars in Hanoi and Ho Chi Minh City must meet emission standards from level 2 or higher.

The role of ministries and branches in implementation
The draft clearly assigns responsibilities to ministries and sectors. The Ministry of Agriculture and Environment will continue to conduct research to improve emission standards. The Ministry of Construction will be responsible for inspecting and certifying vehicles that meet standards and supervising inspection facilities. The Ministry of Industry and Trade will coordinate to ensure the supply of qualified fuel, while the Ministry of Science and Technology will review fuel standards. The Ministry of Public Security will organize inspections and handle violations. People's Committees of provinces and cities have the right to apply stricter emission roadmaps if necessary.
Towards traffic pollution control
Tightening vehicle emissions is considered a necessary step to improve air quality in large cities. The draft is consistent with the Law on Environmental Protection and the Law on Road Traffic Order and Safety, and lays the foundation for more stringent emission control roadmaps in the future.
