Proposing administrative reform solutions based on streamlining the apparatus

Vice Chairman of Hanoi People's Committee Nguyen Trong Dong has just signed and issued Plan No. 80/KH-UBND dated March 25, 2025 on organizing the summary of State administrative reform (PAR) work of Hanoi in the period of 2021-2025; proposing key tasks and solutions to promote PAR in the period of 2026-2030.

The plan aims to evaluate the results of implementing the goals, targets and tasks over 5 years of implementing the State Administrative Reform Master Program for the period 2021-2030 according to Resolution 76/NQ-CP dated July 15, 2021 of the Government ; Plan 136/KH-UBND dated June 1, 2021 and Plan 337/KH-UBND dated December 22, 2022 of the City People's Committee.

From there, highlight the achieved results and clarify the shortcomings, limitations, causes, and lessons learned in administrative reform in the 2021-2025 period; at the same time, discover initiatives, good practices, typical examples, and good models in administrative reform.

Based on the implementation of the Party's policies and resolutions on the revolution of streamlining the apparatus, developing science and technology, innovation and digital transformation in the new era of the country and Resolution 76/NQ-CP of the Government to propose key tasks and solutions to promote state administrative reform in the 2026-2030 period.

Specifically, the Plan states that the Hanoi Department of Home Affairs will preside over and issue an Outline guiding the summary of the 2021-2025 period before March 27, 2025. From there, departments, branches, People's Committees of districts, towns and cities will summarize, evaluate, develop summary reports and propose key tasks and solutions for the 2026-2030 period, send the summary report to the City People's Committee via the Department of Home Affairs before April 15, 2025; develop summary reports by field in the 2021-2025 period.

At the same time, the City will conduct a survey of administrative reform work at a number of departments, branches, People's Committees of districts, towns and cities on a thematic basis in April 2025; draft a summary report and collect opinions from relevant agencies in April-May 2025; organize a summary conference of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 of the City in June 2025; submit a summary report to the City People's Committee to send to the Ministry of Home Affairs before June 30, 2025.

To implement this Plan, the City People's Committee assigned departments, branches, sectors and People's Committees of districts, towns to summarize administrative reform work for the period of 2021-2025 according to regulations; coordinate with the Hanoi Department of Home Affairs in organizing inspections and surveys to conduct quality and effective summaries.

The City People's Committee also assigned the Hanoi Department of Home Affairs to develop an outline for the summary guidance according to the guidance of the Ministry of Home Affairs; monitor, guide and urge departments, branches, People's Committees of districts, towns to implement the summary plan; develop a survey plan and organize surveys at a number of departments, branches, People's Committees of districts, towns.

The City People's Committee requires the summary and evaluation to ensure practicality and effectiveness, avoid formality, and be associated with emulation and reward work; comprehensively, systematically, objectively, and honestly evaluate the results of administrative reform achieved in the 2021-2025 period, the shortcomings, limitations, and lessons learned, in order to propose key tasks and solutions for administrative reform in the 2026-2030 period in accordance with the Party's policies and guidelines.

At the same time, the summary report and thematic topics must ensure quality, comprehensiveness, depth, and have positive influence on the whole society and the entire political system from the city to the grassroots government.
