Proposal for officials and civil servants to be subsidized nearly 1 million VND/month to buy clean water

Nghe An Department of Home Affairs is seeking opinions from organizations and individuals on the Draft Resolution regulating the duration and level of subsidies for purchasing and transporting fresh and clean water for cadres, civil servants, public employees, and workers working in areas with particularly difficult socio -economic conditions in this province.

According to a survey, many localities in Nghe An province are experiencing a shortage of fresh water. Specifically, lowland districts such as Anh Son, Thanh Chuong, Tan Ky, Nghia Dan, Quy Hop lack fresh water for 3 months a year; 5 highland districts including Quy Chau, Que Phong, Con Cuong, Tuong Duong, Ky Son lack fresh water for up to 6 months a year.

Therefore, Nghe An Department of Home Affairs would like to ask for opinions to develop a resolution on subsidizing clean water for cadres, civil servants, public employees and workers to ensure the rights of this group when working in areas with particularly difficult economic conditions.

The subsidy for purchasing clean water is applied to cadres, civil servants, and public employees (including trainees) in agencies, organizations, and public service units of the Party, State, and socio -political organizations at the provincial, district, and commune levels.

People working under labor contracts in agencies and units of the Party, State, and socio-political organizations as prescribed in Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government.

People working within the payroll quota of associations receiving state budget support for operating expenses as prescribed in Decree No. 45/2010/ND-CP dated April 21, 2010, amended and supplemented in Decree No. 33/2012/ND-CP dated April 13, 2012 of the Government.

Areas with particularly difficult economic conditions applying clean water support policies for cadres, civil servants, public employees, and workers are communes in region III in ethnic minority areas, mountainous areas, and island communes with particular difficulties; and hamlets, villages, and hamlets (collectively referred to as hamlets) with particular difficulties according to the Prime Minister's decision.

This policy does not apply to cadres, civil servants, public employees, and workers working in central agencies in the vertical sector system located in areas with particularly difficult socio-economic conditions of the province.

Nghe An Department of Home Affairs proposed the subsidy rate for each cadre, civil servant, public employee and worker to be 6m3 of fresh water and clean water/month of water shortage.

After calculating the specific distance, water price and transportation cost to the residence and workplace, the subsidy for the above subjects is 950,000 VND/month for water shortage (after deducting the amount of money to buy fresh water and clean water from the salary).

The number of months lacking fresh and clean water in a year is decided annually by the Chairman of the District People's Committee based on the actual situation of each locality after consulting with the Department of Agriculture and Rural Development.

With the above subsidy level, the total estimated budget in 2024 is 50 billion VND from the local budget, ensuring compliance with the decentralization regulations of the State Budget Law.
