In recent years, the work of protecting, caring for and educating children in Quang Tri province has always received the attention and direction of Party committees and authorities at all levels, and the active coordination of sectors, unions, non-governmental organizations and the community. Thereby, creating an environment and favorable conditions for children to be guaranteed their basic rights, to be cared for, to study and to have healthy entertainment in a safe and friendly environment.

Quang Tri province currently has a population of about 632,375, including 182,846 children under 16 years old. The number of children in special circumstances and at risk of falling into special circumstances is high, over 20,000 children; about 34,000 children live in mountainous areas and are ethnic minorities.

Faced with the increasing trend of children being subjected to domestic violence, school violence, sexual abuse, and drowning, the province has synchronously deployed many solutions, on the basis of implementing Resolution No. 121/2020/QH14 of the National Assembly and Decision 1472/QD-TTg of the Prime Minister, the Provincial People's Committee promptly issued many plans to direct departments, branches, sectors, unions and People's Committees of districts, towns and cities to carry out the work of caring for,educating and protecting children in the period of 2020 - 2025.

At the same time, integrate children's goals into annual socio-economic development resolutions and plans to create conditions for children to receive comprehensive care in terms of health, education, entertainment, and talent development, especially minimizing the risk of violence and abuse.

The province focuses on innovating the work of propaganda, dissemination and education of laws on child protection and prevention of child abuse in both content and form, ensuring practicality and suitability for each target group, each region, especially for ethnic minority and disadvantaged areas.

Organize training courses on adolescent reproductive health, children's rights and laws related to early marriage; adolescent psychology and skills in working with adolescents; improve management capacity for parents, caregivers and children, and communicate to children about adolescent reproductive health and the consequences of early marriage.

Organize annual children's forums in the form of online consultation conferences to collect children's opinions through online and offline sessions in districts, towns and cities. As a result, from 2020-2025, more than 500 students representing 183,024 children across the province gave their opinions on the current situation and causes of children being subjected to violence and abuse in the online environment, analyzed the psychological, physical and mental impacts of children, presented situations for discussion, and shared experiences in handling situations when at risk of violence and abuse.

The provincial police also organized 240 legal education and propaganda sessions on preventing school violence, child abuse, crime prevention, violations of the law related to firecrackers, "black credit" activities, high-tech crimes, human trafficking, drug-related crimes... attracting over 125,000 students and local people to participate.

Identifying the inspection and supervision of the implementation of children's rights as well as the prevention of child abuse as one of the important tasks, from 2021 to present, the Provincial Steering Committee 506 has organized 18 inspections of the prevention of crimes against children and the prevention of crimes and violations of the law related to people under 18 years old in localities in the province. The Department of Labor, War Invalids and Social Affairs (formerly) coordinated with the Provincial Youth Union to proactively and flexibly innovate forms of propaganda on children's rights, establish and maintain the model of "Loudspeakers for learning", "Loudspeakers for warning of accidents and injuries"...

Coordinate with World Vision to organize the workshop "Listening to children speak" with the theme: "Children's voices on issues related to the implementation of children's rights, speaking out against violence and child abuse". Every year, the department organizes training and guides the Department of Labor, War Invalids and Social Affairs (now the Department of Health ) of districts, towns and cities in building and developing a system to provide child protection services locally. To date, 9/10 districts, towns and cities have a system to provide child protection services locally. The Provincial People's Committee regularly directs departments, branches, and localities to coordinate in collecting information, statistics, monitoring and having solutions to reduce and gradually eliminate child marriage.

Therefore, the investment and construction of entertainment, recreation, cultural, artistic and sports venues for children have always been of interest to all levels and sectors. Up to now, the whole province has 1 youth center, 6 district-level youth houses; 100% of communes, wards and towns have entertainment venues for children; 998 cultural houses of villages, hamlets, and neighborhoods; 104 cultural houses of communes, wards and towns; 9 district cultural and sports centers; 1 provincial youth house; 1 youth activity center; 1 provincial cultural center; 6 district youth houses; 1 provincial sports training and competition center; 1 swimming pool and other entertainment venues for children; 1,297 sports fields of all kinds serving the entertainment, recreation and learning needs of children and youth; 26 provincial swimming pools; 17 district swimming pools serving the needs of children. The apparatus for child care, education and protection is being strengthened and improved from the provincial to the grassroots level.

To improve the effectiveness of child abuse prevention, in the coming time, the province will focus on developing and perfecting procedures and standards for protecting abused children; unifying the inter-sectoral coordination mechanism in investigating and handling cases, clearly defining the procedures, processes and responsibilities for preventing, detecting, reporting, assisting and resolving cases of child abuse by state agencies, social organizations, schools, families, individuals and children.

Improve the legal system, especially criminal law on child sexual abuse crimes. Strengthen the investigation and handling of child sexual abuse crimes in combination with the fight against and prevention of law violations among adolescents and students and mobilize people to promptly report acts of child sexual abuse, encouraging child victims and families to report crimes.

Criminals must be dealt with strictly, promptly and in accordance with the law, and resolutely fighting to prevent criminals from escaping. Organize mobile courts to disseminate the law while still ensuring the good customs and privacy of children.
