To give businesses the confidence to innovate

Over the years, Quang Ninh has consistently pursued the policy of accompanying businesses, taking business success as a measure of management effectiveness. The province has strongly implemented policies to improve the business investment environment, enhance the competitiveness index (PCI), and the administrative reform index (PAR Index). Administrative procedures have been reduced and made transparent, and licensing processes, land access, and credit have become increasingly convenient. Along with that are preferential policies, support for access to capital, support for training high-quality human resources, especially in the fields of information technology, digital transformation, and modern business administration. These steps have created a solid foundation for businesses to confidently invest, dare to think, dare to do, and dare to innovate.

Along with that, the startup and innovation ecosystem of Quang Ninh is also increasingly flourishing. Startup centers and business incubators have been established, and many programs to support research and application of science and technology in production have been implemented. Many innovative startups have been born, not only in the high-tech sector but also in agriculture, tourism, and services, contributing to enriching the local economic picture. OCOP products, smart tourism products, and environmentally friendly products are clear evidence of creativity from the province's available resources.

However, in addition to the achievements, it must be frankly acknowledged that the innovation journey of Quang Ninh enterprises still faces many challenges. Many small and medium-sized enterprises do not have enough resources to invest in research and development; the ability to connect with research institutes and universities is still limited; the culture of innovation in a part of enterprises has not received due attention. In addition, the habit of producing in the old way, depending heavily on resources, or chasing short-term profits, sometimes makes enterprises hesitant to change models, technologies, etc. Therefore, in addition to support from the State, enterprises themselves must be more proactive, considering innovation as a long-term action motto. Innovation does not only mean applying modern technology, but also lies in the way of thinking, the way of organizing management, and the way of connecting to the market. For example, a tourism enterprise can innovate by designing smart tours associated with digital experiences; An agricultural cooperative can be innovative by applying traceability technology and e-commerce connections; a service company can succeed by applying artificial intelligence in customer care... These are specific, close, and practical examples that Quang Ninh is encouraging...

In the coming period, Quang Ninh aims to build a comprehensive innovation ecosystem. The province focuses on developing research and innovation centers; strengthening links between businesses and universities and research institutes at home and abroad; supporting businesses to participate in national and international innovation programs. At the same time, the province encourages the formation of investment funds and startup support funds, considering these as important resources to help creative ideas take flight.

In the immediate future, in 2025, Quang Ninh has promoted a series of in-depth investment promotion activities, including high-level conferences, business forums and foreign delegations in Belgium, Korea, China, Japan, targeting high-tech investors, multinational enterprises and prestigious research organizations. Digital investment promotion is also focused on, with the construction of an electronic database on investment calling projects and upgrading the province's website with multilingual information. Based on major policies, the Provincial Party Committee Standing Committee has issued an action plan to implement Resolution 57-NQ/TW, emphasizing the task of encouraging high-tech startups and innovative enterprises. Support policy mechanisms are designed in a comprehensive manner, from legal procedures, workspace, management skills training, marketing, capital calling... to connecting a network of experts, angel investors and domestic and international venture capital funds.

The province also focuses on supporting small and medium-sized enterprises to invest in digital transformation, scientific research, and technological innovation to improve management efficiency and increase competitiveness in the digital economy. At the same time, it encourages the development of science and technology enterprises and FDI enterprises with the capacity to research, transfer technology, and participate deeply in the digital transformation and smart manufacturing process locally.

Another key content is to build and implement the Science and Technology Market Development Project, with the goal of gradually increasing the proportion of domestic technology and equipment. Science and technology intermediary organizations, digital enterprises, innovation incubators, etc. are encouraged to form and develop, playing the role of an effective bridge between technology supply and demand, promoting the commercialization of research results.

With the right orientation, the support of the government and the spirit of the business community, there is every reason for Quang Ninh businesses to be more confident on the journey of innovation. This is not only the key to helping businesses improve their position in the market, but also directly contributes to the goal of rapid and sustainable development, making Quang Ninh a dynamic economic center of the country, associated with the vision of global integration, soon realizing the goal of becoming a centrally-governed city.
