Thanh Hoa on the journey of growth model innovation

PTSC Thanh Hoa Technical Services Joint Stock Company transported and delivered wind power base pillars at Nghi Son Port, contributing to the completion of the first wind power base manufacturing project implemented in Vietnam and exported to the world.

The province's agricultural sector currently not only plays a role in ensuring food security, but also gradually affirms its position in the domestic and international markets. Along with the policy of land consolidation and land accumulation, the agricultural sector has promoted the application of mechanization, science and technology and organized production according to the value chain associated with processing.

It is worth noting that although the rice growing area tends to decrease, the total food output of the whole province remains stable at over 1.5 million tons/year, of which about 1.4 million tons are rice. The whole province currently cultivates over 220,000 hectares of rice/year, of which more than 150,000 hectares are intensive cultivation areas with high productivity and quality. The "all-inclusive" production model from seeds, fertilizers, pesticides to product purchasing with the cooperative as the core has brought peace of mind to farmers, while creating the basis for forming sustainable linkage chains.

Rice production not only meets the needs of the province but also enters the world market. The province currently has 8 rice processing enterprises with a total capacity of more than 274,000 tons/year, of which some units have received official export orders to demanding markets. Mr. Nguyen Duy Cuong, Deputy Director of Vinagreen High-Quality Agricultural Products Processing Factory, shared: “We have received many export orders to the Czech Republic and Germany; the upcoming direction is to bring products to Japan and China. Phase 2 of the factory will continue to create many deeply processed, high-quality agricultural products for domestic and foreign consumers.”

From rice grains, the story of Thanh Hoa's agricultural restructuring has also expanded to sugarcane, cassava, green hemp, sedge, specialty fruit trees and aquaculture areas. This is an important premise for the 2026-2030 period, for the province to further promote the agricultural economic model, with clean, organic, circular products, strongly applying digital transformation and science and technology.

In addition to the agricultural foundation, industry continues to play a key role in the economic structure. In the period of 2021-2024, the added value of the industrial sector increased by an average of 17% per year; in 2024 alone, it reached 21.67%, accounting for 38.5% of the province's GRDP. The internal structure of the industrial sector has shifted in the right direction, in which the processing and manufacturing industry accounts for 79.4%, an increase of 4.2 percentage points compared to 2020. From the beginning of 2025 to now, the industrial production index has continued to grow, affirming its strong resilience. Most key industrial products such as petrochemical refining, cement, textiles, footwear, and electricity production have had high growth rates, maintaining their leading position in the country.

According to the industry and trade sector, the industrial growth momentum from 2021 to present has been reinforced by the emergence of a series of heavy industry and deep processing projects with high added value such as products of Nghi Son Refinery and Petrochemical Plant, Nghi Son High-Tech Mechanical Factory, Dai Duong Cement, Nghi Son Steel Plant No. 2... Along with that, many projects applying modern technology continue to come into operation, typically the Automobile Wiring Harness Manufacturing and Installation Factory invested by BOB Thanh Hoa Co., Ltd., Radial Automobile Tire Manufacturing Factory invested by Cofo Vietnam Tire Co., Ltd. These projects not only add new production capacity but also create more jobs, increase budget revenue and create momentum to spread to supporting industries.

A typical example is the Radial Tire Factory of Cofo Vietnam Tire Company Limited in Bim Son Industrial Park, which has just been inaugurated with a total initial investment of 64 million USD and a capacity of nearly 1 million products/year. The factory aims to expand its capacity to 6.2 million products/year, with expected revenue of 450 million USD, contributing 20 million USD/year to the budget and creating jobs for 3,500 workers. Mr. Chan Yung, General Director of Cofo Vietnam, affirmed: “Thanh Hoa has a favorable investment environment. We will continue to apply advanced technology, develop high-quality products, and align with green and sustainable goals.”

Standing out in the energy sector, Thanh Hoa currently has 19 operating power plants with a total capacity of 2,946 MW. The Nghi Son LNG Power Plant project with a capacity of 1,500 MW is selecting investors, along with many other renewable energy projects being implemented, contributing to the formation of the foundation of the North Central energy center.

The service sector has grown strongly in recent years. In particular, the province's exports have continuously conquered new "peaks" due to quality and competitiveness. Tourism has flourished with spearhead products such as many new tourist areas, destinations and products being put into operation, affirming the Thanh Hoa tourism brand on the national map. The transportation, logistics, finance, banking and telecommunications sectors continue to develop rapidly, creating momentum to promote digital transformation, gradually building Thanh Hoa into a high-quality service center of the region.

Maximizing its potential and advantages, Thanh Hoa aims for rapid and sustainable development with heavy industry, large-scale agriculture, and high added value as the foundation; energy, processing - manufacturing, and logistics industries as breakthroughs; tourism becoming a spearhead economic sector. Economic restructuring associated with in-depth growth model innovation is identified by the province as a strategic step, both expanding the scale and improving the quality of development.

In the agricultural sector, along with the goal of maintaining a stable rice output of 1.3 million tons/year and expanding rice exports to over 60,000 tons/year, Thanh Hoa is on a roadmap to develop an additional 50,000 hectares of large-scale production applying high technology, promoting clean, organic, and circular agriculture.

Mr. Le Duc Thuan, Deputy Director of the Department of Agriculture and Environment, said: “In the near future, the agricultural sector will propose to clearly plan key products, form concentrated specialized areas to invest in infrastructure and organize modern production, avoiding fragmentation leading to high costs. Along with developing concentrated fruit growing areas such as lychee and sugarcane; it is necessary to identify wood production areas for export, as well as plan concentrated and effective aquaculture areas.”

In industry, we will continue to prioritize processing, manufacturing, clean energy, and supporting industries; attract investment in high-tech, modern technology, and high added value, while continuing to reasonably arrange labor-intensive industries in rural and mountainous areas to contribute to the shift in labor structure. Along with investment in production, the industry will innovate trade and investment promotion methods, shifting from breadth to depth, focusing on key points, closely following potential investors and priority industries. The service sector will strongly develop logistics, e-commerce, high-quality tourism, finance - banking, and telecommunications services, creating an important foundation for the comprehensive digital transformation process.

With high political determination and consensus of the entire system and business community, Thanh Hoa has a solid foundation to realize the goal of becoming a rich, civilized and modern province; one of the major centers of the North Central region and the whole country in energy industry and processing and manufacturing; high value-added agriculture; logistics services, tourism, education and training, specialized healthcare and culture and sports; a new growth pole together with Hanoi, Hai Phong and Quang Ninh forming a development quadrangle in the North of the country; At the same time, it aims to be the "nucleus" to form a number of large industrial, service and international cooperation centers on par with the Asian region with modern coastal economic zones, a smart, sustainable coastal urban system with its own identity as directed by Resolution No. 26-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the North Central and Central Coast regions by 2030, with a vision to 2045.
