Quickly resolve difficulties in investing in industrial clusters in the South of Cau River area

BAC NINH - On the afternoon of September 5, Comrade Pham Van Thinh, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation chaired a working session on the implementation of industrial clusters in the South of Cau River area. Attending were representatives of relevant departments, branches, and investors of industrial clusters.

The South Cau River area has 40 industrial clusters with a total area of ​​1,289 hectares; attracting nearly 900 enterprises and production and business establishments, of which about 130 FDI enterprises create jobs for about 22.7 thousand workers. There are 16 industrial clusters invested by the People's Committees at the district (old) and commune levels, 24 clusters invested by enterprises (of which 11 clusters are operating, 13 clusters are implementing legal procedures and infrastructure investment).

Through assessment, many investors have not yet fulfilled their commitments on technical infrastructure construction progress, have not strictly complied with the reporting regime to management agencies; organized construction implementation is not in accordance with planning, violating regulations on construction investment management; technical infrastructure works within the fence are incomplete, patchwork, and lack uniformity... In some craft villages, although there are industrial clusters, there is still a situation of both production in industrial clusters and production in residential areas...

At the conference, investors of many industrial clusters raised difficulties in the process of investment implementation, implementation of procedures, project planning, solutions for technical infrastructure of traffic routes, environmental treatment, site clearance, business conversion plans... Relevant departments and branches discussed and clarified regulations and planning orientations for the development of industrial clusters in the area south of Cau River.

Representative of the investor of Man Xa Craft Village Industrial Cluster (Van Mon commune) made a recommendation to the Provincial People's Committee.

On behalf of the provincial leaders, comrade Pham Van Thinh acknowledged and highly appreciated the contributions of industrial cluster investors to the overall socio -economic development of the province. In the spirit of sharing and seeking knowledge, he directly answered and directed to remove difficulties for each investor. Before October 15, he will directly inspect and work at a number of industrial clusters to discuss specific solutions.

In order to ensure the growth and investment attraction goals of the province in the coming time, he requested departments, branches and localities to focus on coordinating and guiding enterprises to handle problems related to land procedures, technical infrastructure, environment, fire prevention and fighting... for operating industrial clusters. Pay attention to updating and supplementing construction planning; planning and land use plans of industrial clusters to ensure synchronization and consistency between plans; direct support for land recovery, land lease, site clearance, and procedures for investment in industrial clusters. Review and have effective plans and plans for investment in projects outside the fence of industrial clusters.

For businesses, comrade Pham Van Thinh requested to strictly comply with the provisions of the law on investment, land, construction, environmental protection, fire prevention and fighting, implementation of tax policies, labor safety, security and order, social safety in industrial clusters... Support and create favorable conditions for organizations and individuals to carry out procedures for investment and production; provide common services and utilities in industrial clusters. Timely report difficulties and problems so that the Provincial People's Committee can have specific solutions, thereby better supporting the development of businesses.
