The Vietnam Association for Promoting Education was established on October 2, 1996 under Decision No. 122/QD-TTg of the Prime Minister. By 2025, the Association's organization system will cover all provinces, communes, wards and residential areas nationwide with 27 million members; many Associations in the provinces have 70-80% of their members being party members...

The Vietnam Association for the Promotion of Education was assigned by the Party and the State with three tasks: to encourage and promote the movement of regular learning among the people, creating conditions for all citizens to be fair and equal in learning; to support teaching and learning activities in the education system from preschool to university through learning models, creating learning conditions for poor students, encouraging students with good academic achievements, helping teachers in difficult circumstances and performing the task of connecting and coordinating with social forces to join hands in building a learning society, in which everyone is self-aware, lifelong learners and also has the responsibility to help others learn.

Up to now, the Association has successfully completed the assigned tasks, helping the movement to encourage learning, encourage talents, and build a learning society to be evaluated as the most successful in families, clans, and communities. In particular, the Association has worked with the Ministry of Education and Training to effectively develop and implement many contents in the emulation movement "The whole country competes to build a learning society, lifelong learning in the period of 2023-2030".

Along with that, the Association has focused on consolidating a solid and quality system. As of June 30, 2025, the association system covered 34 provinces and cities with 34 million members. This is the core force in implementing the tasks assigned by the Party and the State...

After listening to the opinions of the comrades in the Vietnam Association for Promoting Education and the leaders of the Central Committees, ministries and branches, concluding the meeting, General Secretary To Lam praised the Central Association and the Associations at all levels for their many important contributions, spreading the movement to promote learning and talent, and building a learning society. The Association has affirmed its role as a social organization assigned by the Party and the State to take the promotion of learning and talent as its motto and consider building a learning society and lifelong learning as its core task, while inheriting the nation's traditions of studiousness and President Ho Chi Minh's thoughts on lifelong learning.

Emphasizing that the Party and State always identify education as the top national policy for the country to develop quickly and sustainably, the General Secretary suggested: "The Vietnam Association for Promoting Education needs to continue to innovate its methods of operation, making practical contributions to the goal of building a learning society, arousing a culture of learning among all people, so that every citizen, especially cadres and employees in the political system, dares to think, dares to speak, dares to do, dares to take responsibility, and dares to sacrifice for the common good."

The General Secretary stated that it is necessary to affirm that building a learning society and lifelong learning is the foundation for forming a "learning nation - an innovative nation", closely linked to the country's aspiration for rapid and sustainable development. Encouraging learning and talent must be substantial and practical, aiming at improving labor productivity, raising intellectual standards, and creating development opportunities for all people, especially in border areas, islands, ethnic minority areas, and areas with many difficulties.

Lifelong learning is not only an inherent need of each citizen but also the key to improving people's knowledge, training human resources, innovating and developing breakthroughs, promoting rapid and sustainable socio-economic development, helping each citizen become a useful person for society.

The General Secretary also requested that digital transformation applications must be promoted in promoting learning and talent. Lifelong learning profiles for citizens must be urgently developed and piloted, and then deployed nationwide. Each community learning center must be upgraded to a digital learning center, with internet and open learning materials, linked to people's learning needs, and closely linked to the national digital transformation program.

The General Secretary also requested that the combined strength of the entire society be promoted. The Vietnam Association for Promoting Education should play a leading role in connecting businesses, social organizations, overseas Vietnamese and the international community, forming sustainable, transparent and fair resources in the work of promoting education and talents. This will continue to promote the voluntary and self-management of members, and strengthen existing social resources. The Association needs to continue to innovate its methods of operation, making practical contributions to the goal of a learning society and arousing a culture of learning among the entire population.

Strengthen the leadership, direction and coordination of Party committees and authorities at all levels. Each ministry, sector and locality needs to include targets and plans for building a learning society in its annual work program, considering this a regular political task.

The General Secretary requested that the Vietnam Fatherland Front, the Central Propaganda and Mass Mobilization Commission, and the Ministry of Education and Training include in the plan the regulations related to the Association's activities in their review and evaluation. The Vietnam Fatherland Front should soon complete and promulgate the Project and arrange conferences to guide localities on the model of organizing the Association for the Promotion of Education.

The General Secretary stated that the Association for the Promotion of Education at all levels needs to operate effectively, avoid formalities, ensure substance, be suitable to the practical conditions of each locality, infrastructure, promote voluntariness and self-management. The Central Vietnam Association for the Promotion of Education and the Associations at all levels need to pay attention to innovating the method of operation closely following the grassroots, associated with the work of promoting education and talent with the goal of comprehensively developing Vietnamese people, forming the values of Vietnamese people in the new era, contributing to building a prosperous and happy country. At the same time, it also strongly arouses the tradition of studiousness, promotes the lifelong learning movement among the people; focuses on promoting learning in families and clans, encourages flexible and creative forms of learning.

The General Secretary affirmed: Building a learning society, encouraging learning and financial support is a strategic investment for the nation's future. Each family must become a learning cell, each citizen must be a lifelong learning citizen. This is the inevitable path for Vietnam to rise strongly, realizing the aspiration of strength and prosperity./.
