Voters agree but want a careful, scientific merger

Giving opinions on the arrangement of provincial administrative units in 2025, National Assembly delegate of Quang Tri province Ha Sy Dong, member of the National Assembly's Economic and Financial Committee, affirmed his agreement on the urgency and necessity of rearranging provincial administrative units as stated in the project, clearly demonstrating the initiative and political determination in organizing the implementation of this difficult but necessary task.

From the reality in Quang Tri, a province with a strategic location at the starting point of the East-West Economic Corridor, playing a connecting role between Vietnam and the countries of the Mekong sub-region, delegate Ha Sy Dong said that the merger of administrative units is not only an organizational challenge, but also opens up opportunities to restructure development space, optimize infrastructure, human resources and improve local competitiveness. After the merger, there will be a larger development space, more synchronous infrastructure, access to stronger investment resources, creating new momentum for the locality and the region, especially improving the quality of life of the people.

Reflecting the people's sentiments through meetings with voters before the 9th session of the 15th National Assembly, delegate Ha Sy Dong said that the majority of voters agreed with the central government's policy, but also expressed the hope that the merger process must be carried out carefully, with a roadmap, transparently and democratically, ensuring that it does not cause too much disruption to social life. The merger must put people at the center, paying special attention to remote areas, ethnic minority areas, border and coastal areas, places that are easily "left behind" if there are no flexible and appropriate adjustment solutions when the administrative area is expanded.

One of the major concerns of voters is the preservation of the name, cultural identity, traditions, relics and familiar places after the merger. Voters hope that these elements will not be “dissolved” in the name of the new province.

Proposing specific support policies and flexible mechanisms

Delegate Ha Sy Dong proposed that the National Assembly and the Government should issue a specific and long-term support package for merged localities, focusing on supporting the stabilization of the organizational apparatus, arranging working headquarters and public facilities; having reasonable support policies for redundant cadres, civil servants and public employees, ensuring their rights and stable lives; establishing "Office 2" at old administrative centers to receive and handle administrative procedures directly for people and businesses, avoiding disruption of public services; prioritizing the arrangement of stable jobs for cadres, civil servants and public employees in difficult circumstances at these offices to limit the impact on family life.

At the same time, delegates recommended that there should be detailed and flexible guidance on the administrative apparatus organization model after the merger, suitable to the geographical characteristics, population and socio-economic conditions of each locality, and at the same time promptly complete the legal framework for the two-level local government model, ensuring the effectiveness and efficiency of governance.

International financial center in Vietnam, a strategic move

In addition to discussing the content of the arrangement of provincial administrative units, delegate Ha Sy Dong also expressed his agreement with the draft Resolution of the National Assembly submitted at this Session on the construction of an international financial center in Vietnam. The delegate assessed that this is a strategic step, clearly demonstrating the country's determination to integrate and develop strongly in the context of globalization.

However, delegates suggested that the Government should promptly develop a separate Law for the International Finance Center to create a sustainable and transparent legal corridor, instead of implementing the resolution. At the same time, it is necessary to soon issue a decree guiding the implementation of the resolution to ensure that the implementation process is not delayed.

“Vietnam needs to move towards a green, digital and sustainable financial center model of the Asia-Pacific region,” the delegate emphasized, and proposed accompanying policies such as attracting high-quality human resources, building data centers, and promoting the circular economy that need to be implemented synchronously, transparently and on schedule.
