As of July 29, the province's total public investment capital plan for 2025 reached over VND 3,300 billion, an increase of more than VND 3,100 billion, VND 291 billion higher and 1.1 times higher than the disbursement value in the same period in 2024.
The conference listened to the departments, branches and sectors report quickly on the takeover and management of public investment programs and projects during the process of arranging and perfecting the two-level government, to ensure a smooth transition without interruption of public investment activities.
Delegates also analyzed advantages and disadvantages, shared experiences, and proposed solutions to accelerate disbursement progress and complete the remaining capital plan of more than VND 8,800 billion in 2025. Resolutely implementing key tasks and solutions is an urgent requirement today.
One of the current difficulties is the lack of raw materials (sand, stone) for construction works and projects. Currently, project management boards, construction units and investors are trying to find alternative sources of supply so as not to affect the progress and capital disbursement rate. However, the site clearance work in some projects in communes is still slow, which also affects the progress and capital disbursement.
Representatives of the Provincial Traffic Construction Project Management Board raised difficulties in the lack of sand and stone supply, affecting progress.
Contributing opinions at the conference, Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen requested investors and the Department of Finance to urge construction units to complete procedures for final settlement of completed volume, avoiding overdue payments that cause difficulties for disbursement.
Vice Chairman of the Provincial People's Committee Lam Van Bi requested to thoroughly handle problems related to disbursement of public investment capital within the day, not to let procedures drag on, causing waste of time and effort.
Speaking at the conference, Vice Chairman of the Provincial People's Committee Lam Van Bi requested to thoroughly handle problems related to the disbursement of public investment capital within the day, not to let procedures drag on, causing waste of time and effort. Information and procedures on the project must be publicly posted at the administrative headquarters for easy access by the people, creating consensus. The recovery of cooperative land must be carried out in the correct order, ensuring the rights of the people. For construction units that are behind schedule, the investor must urge them, and if they do not meet their commitments, they will consider replacing them.
Communes and wards need to prioritize resources to implement resettlement projects for compensation and site clearance, ensuring that the arrangement of administrative units does not affect the progress of public investment disbursement. The Department of Finance must closely monitor the disbursement of each project to promptly report to the Provincial People's Committee to handle investors who are behind schedule according to regulations; at the same time, closely coordinate in coordinating, handing over, and receiving programs, tasks, and projects from now until the end of the year.
