BHG - Amidst the majestic mountains of the northernmost part of the country, where life is still full of hardships, Ha Giang province has affirmed its sense of responsibility, determination and deep humanity through the program of eliminating temporary and dilapidated houses for poor households and people with revolutionary contributions. This is a program rich in humanity, implemented with the persistent efforts of the entire political system, the companionship of people, businesses and society.
According to the report from the Program Steering Committee, as of May 30, 2025, our province has completed 100% of the target of eliminating temporary and dilapidated houses for people with meritorious services and poor households under the program launched by the Prime Minister . Specifically, 2,943 houses have been completed; 7/8 districts completed before the deadline of May 19, 2025, more than 100 days ahead of schedule compared to the requirement.

Along with the temporary housing elimination program, housing support policies under the National Target Program (NTPP) are also recording many positive changes. For the NTPP on sustainable poverty reduction, up to now, the whole province has started construction on 4,516/5,896 houses, reaching 76.59%, of which 2,078 houses have been completed. Particularly, the NTPP on socio-economic development in ethnic minority and mountainous areas has started construction on 281/288 houses (reaching 97.56%), of which 246 houses have been completed (accounting for 87.54%). Currently, about 1,387 houses are still under construction.
The special feature in the province’s program implementation is that it not only focuses on building houses for living, but also aims at the goal of “sustainable, suitable and humane housing”. The new houses all meet the “three hard” criteria – hard foundation, hard walls, hard roof; at the same time, they are designed in harmony with the culture, customs and practices of each local ethnic group. Many houses also have integrated kitchens, toilets and bathrooms to improve living conditions for the people.
Many districts in the province have promoted creativity, mobilizing more social resources from businesses and philanthropists to support materials and working days, especially for households in especially difficult circumstances, lonely elderly people, and people with disabilities.
Regarding financial matters, the province has allocated and used resources in a systematic, public and transparent manner. Up to now, the total mobilized and supported budget for the program has reached 279.5 billion VND. The Provincial Fatherland Front Committee has transferred nearly 174 billion VND to the Steering Committees of districts and cities through 5 allocations, ensuring proper use for the right target and beneficiaries.

However, the journey to eliminate temporary and dilapidated houses in the province also faces many challenges. The rugged terrain and difficult traffic make it difficult to transport construction materials, especially in remote areas. In some places, people and support forces have to travel dozens of kilometers of steep, slippery mountain roads to transport each bag of cement and brick to the construction site. In addition, some households on the support list are currently working far away, causing delays in starting or implementing the project. The allocation of funds from the Central Government for the National Target Program on Poverty Reduction has not been timely, which has somewhat affected the progress of implementation at the grassroots level.
However, with solidarity, perseverance and the spirit of “leaving no one behind”, Ha Giang is still making steady progress in the journey to completely eliminate temporary and dilapidated houses. New houses not only help people settle down, but are also a stepping stone for economic development, stabilizing life, and gradually escaping poverty.
Mr. Mai Trung Lien, a 4/4 disabled veteran, residing in Na Han village, Yen Dinh commune (Bac Me), emotionally shared: “I really did not expect that when I was old, I would be able to live in a spacious and solid stilt house like this. The house is imbued with the cultural identity of our Tay people, making me feel extremely close and warm. Before, every rainy and stormy season was a constant worry because the old house was crooked and dilapidated. Now, my wife and I no longer have to worry every time there is a storm. What makes me even more touched is the deep concern of the local Party Committee and government, along with the enthusiastic help of the neighbors; everyone contributed their efforts to build this house. In particular, I was very grateful when the Provincial Party Secretary, leaders of Bac Me district and Yen Dinh commune came to the inauguration, presented a portrait of President Ho Chi Minh, the national flag and essential items to the family. That is a sentiment I will be grateful for and carry with me throughout my life. life
Speaking at the working session with the Steering Committee for Eliminating Temporary and Dilapidated Houses in the Province, Comrade Secretary of the Provincial Party Committee Hau A Lenh, Head of the Steering Committee emphasized: Currently, the number of temporary and dilapidated houses in the province that need to be treated under the National Target Programs is very large. Therefore, all levels and sectors need to deploy to each household, not leaving out any subjects and properly implementing the motto "6 clear, 4 real" (clear people, clear work, clear responsibility, clear authority, clear time, clear results; speak the truth, do the truth, real efficiency, people benefit from it). Localities need to urgently review and prepare all conditions to strive to start construction of all remaining houses before June 30 and basically complete before August 31, 2025; disbursement and construction must be on schedule, ensuring quality.
