Actual record on the afternoon of June 9 at Khe Ngoi dam, the spillway has just been half built. The construction unit poured concrete to connect the old spillway, but there is no structure of the dike foot underneath.
According to Tan Trung villagers, this project was built in early 2025 and has just been completed. "In recent years, every rainy season, the Khe Ngoi dam has broken because the amount of water is too large and the earthen dam cannot withstand it," said Mr. Le Phuoc Thuy, who lives near the dam.

Mr. Le Phuoc Ngoc, Head of the Tan Trung Village Cooperative Group, said that Khe Ngoi dam was built in the 80s of the last century. The dam body was built entirely of earth. “Although the reservoir is not large, the water source is very long, several kilometers. During the rainy season, the amount of water flowing in is so large that it overflows the entire dam body, causing dam breaks to occur frequently,” said Mr. Ngoc.
According to Mr. Ngoc, the State previously invested 200 million VND to pave a concrete roof on a part of the dam body, but it was insignificant. Then, the State invested in building a spillway, but the flood damaged it. “In two consecutive years, 2023 and 2024, the dam broke badly and the State invested 50 million VND to fill the soil, but it was only temporary. Recently, the commune supported more than 30 million VND, and the Tan Trung Village Cooperative spent 15 million VND to invest in building a spillway, but it was only temporary,” Mr. Ngoc added.
It is known that the leaders of Hai Lang district and the provincial irrigation sector also pay attention to Khe Ngoi dam, and have come to survey the site many times. During those times, the locality proposed that the State allocate funds to invest in paving the entire dam with concrete. “This dam serves water production for 40 households in Tan Trung village to grow crops and raise livestock.
Every year, the State supports irrigation costs for Tan Trung Cooperative Group with 30 million VND, but it is not enough to cover the repair of Khe Ngoi dam. Every rainy season, the dam breaks, so we, the people, hope that the State will soon invest in building a solid dam so that people can feel secure in their production," said Mr. Le Phuoc Ngoc.
The leader of Hai Lang District People's Committee said that Khe Ngoi dam was built in 1980, the dam body is 120 m long, the design capacity is about 540,000 m3 , the dam crest width is 2.5 m, the dam height is 2.8 m, the dam body has an earth dam structure, serving irrigation for 20 hectares of double-crop rice and crops.
Due to the impact of floods in recent years, especially in 2023, the dam body was severely broken, so every year the locality temporarily repairs it to store water for production, avoiding the situation of abandoned production land. To ensure the safety of the reservoir and serve the agricultural production needs of the people, the People's Committee of Hai Lang district has reported and proposed the Provincial People's Committee and the Department of Agriculture and Environment to pay attention to allocating funds to support investment in the construction of Khe Ngoi dam. Specifically, upgrading the entire dam body, concrete dam surface, paving the dam body with concrete upstream, upgrading and expanding the spillway, water intake culvert... Estimated funding source is 1.5 billion VND.
From the report of Hai Lang District People's Committee and the actual survey, it can be seen that the aspirations of Tan Trung villagers are completely legitimate. It is thought that the investment in building Khe Ngoi dam should be considered and implemented soon to ensure water sources for people's production, and in the long term, ensure the safety of the dam during the rainy season.
