Accelerate the arrangement of administrative units and organization of two-level local government

This afternoon, June 15, Acting Chairman of the Provincial People's Committee Hoang Nam; Vice Chairman of the Provincial People's Committee Le Duc Tien chaired a meeting with departments, branches and localities on the situation and results of the arrangement of administrative units, the construction of a 2-level local government organization model and the trial operation to study, draw experience, promptly make reasonable adjustments, ensure smooth operation when officially put into operation according to Conclusion No. 160-KL/TW dated May 31, 2025 of the Politburo, Secretariat and resolve related difficulties and problems.

At the meeting, the Department of Home Affairs reported on a number of tasks that have been implemented related to the arrangement of administrative units and the construction of a two-level local government organization model. Accordingly, regarding the plan to arrange commune-level cadres, civil servants and public employees (after the merger), implementing leave regimes according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP, the whole province has 1,043 leave registration files.

To date, the Provincial People's Committee has approved 828 cases that are eligible to resign, and the remaining 215 cases that do not meet the conditions and standards have issued notices to agencies and units. Regarding the work of archiving and digitizing documents, the Provincial People's Committee has arranged the headquarters of the Conference Service Center as a temporary archive.

The Department of Home Affairs has advised the Provincial People's Committee to issue Plan No. 133/KH-UBND dated June 13, 2025 focusing on piloting the operation of 2-level local government in 9 new communes and wards after the arrangement starting from June 17, 2025.

The trial content includes operating the work related to the organization of the People's Committee at the first session of the People's Council of the commune and ward; organizing the first meeting of the People's Committee of the commune and ward to approve the working regulations, work program and other work (if any), and operating the Public Administration Service Center.

The Department of Finance reported to the Ministry of Finance about the funding need of VND 1,130,195 billion to reorganize the political apparatus in 2025, of which VND 556,662 billion comes from salary reform sources and requested the central budget to support VND 573,533 billion.

To date, the province has paid benefits according to Decrees 177/2024/ND-CP, 178/2024/ND-CP and 67/2025/ND-CP to 65 provincial-level subjects with a total amount of 73 billion VND, 155 people retiring before the age of district level with 170.534 billion VND from local salary reform sources. Regarding the handling of public assets, the Department of Finance has advised the Provincial People's Committee to issue documents guiding the arrangement and handling of surplus headquarters, facilities and transfer of cars.

The Department of Construction reported on the status of registration of the need for public housing. Accordingly, when merging provincial administrative units, the total number of civil servants, public employees in the state sector at agencies, organizations, and units that must be merged and consolidated is 2,013 people, the total need for public housing is 1,194 people. The Department has coordinated to survey the current status of public housing in Dong Hoi City with about 10 facilities, accommodating 665 people.

At the meeting, representatives of departments, branches, sectors and localities gave their opinions on ensuring working facilities and transmission lines, information infrastructure to serve when the two-level local government comes into operation; proposed arranging means of transport and facilities to serve mountainous communes to perform their tasks; supported travel expenses, accommodation for cadres, civil servants, public employees and workers when working at the new Quang Tri provincial headquarters...

Concluding the meeting, Acting Chairman of the Provincial People's Committee Hoang Nam requested localities to complete the work of reviewing, arranging and assigning cadres and civil servants, and send a list of subjects not under the management of the Provincial Party Standing Committee and the Provincial Party Standing Committee before 11:00 a.m. on June 16, 2025 to have a plan to arrange job positions, ensuring that the commune-level government apparatus operates smoothly.

Regarding the organization of departments, branches and sectors, the units are required to urgently coordinate with Quang Binh province to complete the project, synthesize and report to the leaders of the two provinces before June 20, 2025, ensuring synchronization and efficiency in the operation of the administrative apparatus after the arrangement.

As for the inspection agency, to ensure progress with other departments, branches and sectors, the two provinces have agreed to have a special mechanism to support the unit in implementing the work of restructuring the apparatus.

On the basis of agreeing on a two-place working plan to ensure that organizations and citizens can handle administrative procedures at the nearest location, provide convenient public services to people and businesses, and reduce pressure on agencies, each province needs to clearly identify the number of officials and civil servants working at each location to arrange suitable working headquarters and accommodation.

Therefore, it is required that units that have not reached an agreement need to finalize the list of employees in each location and the need for public housing, and send it to the Department of Home Affairs and the Department of Construction before June 17, 2025 to provide official data to Quang Binh province to facilitate the arrangement of offices and accommodation for officials.

For public service units, it is agreed that the policy of maintaining the status quo of mergers and acquisitions in the immediate future will avoid disruption and ensure that the provision of public services to the people is not affected.

Regarding the regime and policies for cadres and civil servants affected by the reorganization of two-level local governments (according to Decrees 178 and 167), competent authorities are required to urgently review and speed up coordination with social insurance agencies to resolve regimes and policies before July 1, 2025.

Regarding public assets, based on the issued guidelines, districts need to provide the list of working arrangements of communes to the Provincial People's Committee, the Department of Home Affairs, the Department of Finance, and the Department of Construction, clearly defining the principle that the administrative centers of communes must be located in the most central location and using 1-3 existing headquarters of communes. In the immediate future, the use of current assets will be maintained temporarily. The Department of Science and Technology is assigned to urgently connect the online network system to ensure the operation of the facilities.

For public investment, the units are requested to transfer the investor and promptly implement according to the document of the Department of Finance, proactively instructing localities according to their authority. The local project management boards will be temporarily located in the central communes to implement the remaining contents. After July 1, 2025, the new Provincial People's Committee will have an official plan.

Regarding the support plan for officials and civil servants, the Acting Chairman of the Provincial People's Committee requested to urgently develop data to advise the Provincial People's Committee to report to the Provincial Party Committee Standing Committee on the direction of housing support during the period when infrastructure is not yet completed and support for travel expenses in the initial period.

Require sectors and localities to prepare infrastructure to pilot the commune-level model for 9 communes and wards on June 17, 2025, and assign officers to direct localities for implementation.

The Acting Chairman of the Provincial People's Committee noted that archiving and digitizing documents is extremely important, and requested relevant units and localities to organize archiving in a traditional and scientific manner. Districts and Dong Ha City transfer files to the provincial archives center, Quang Tri town and Con Co island district for on-site storage.

At the commune level, documents are stored on-site, absolutely not lost or leaked, ensuring that state management is carried out effectively, transparently and with data security, best serving the operations of the government and the interests of the people.
