On July 25, at the conference to review the work of the first 6 months of the year and deploy tasks for the last months of 2025 of the Home Affairs sector, Minister Pham Thi Thanh Tra highly appreciated the active participation of leaders of the Department of Home Affairs of localities in the work of arranging administrative units and implementing the 2-level local government model in the past time.

The Minister emphasized that the Home Affairs sector is proud to contribute to the revolutionary reform of the organizational apparatus. This is a happiness and a great honor that cannot be compared to anything.

Regarding the key tasks in the coming time, the Minister requested the entire industry to both ensure the stability of the organization of the two-level local government apparatus and promote efficiency, effectiveness, and efficiency to better serve the people.

During the implementation process, the Minister of Home Affairs requested urgent, focused, and effective adjustments while working, in conjunction with innovation in local governance and national governance in the operation of two-level local governments.

The top priority highlighted by the Minister is to continue to fully and synchronously complete the institutional system, policies, and legal regulations of the Party and State to suit the new model. The Ministry of Home Affairs alone must complete 16 decrees related to local government, organizational structure, civil servants, public employees, salaries, social insurance, etc.

Regarding staff management, the Minister said that the Ministry of Home Affairs is consulting on determining the number of job positions for the political system and commune-level authorities in the 2026-2030 period, based on functions, tasks, population size, area, local characteristics and decentralization and delegation requirements.

Regarding the building of a contingent of cadres and civil servants, especially communal-level civil servants, to meet the requirements of the tasks in the new period, according to the Minister, this is a key task. In the immediate future, it is necessary to temporarily increase the number of cadres, civil servants, and public employees, especially those with specialized expertise, for the communal level.

"Evaluate communal-level civil servants publicly, democratically, and accurately to promptly restructure and improve the quality of the team, in line with current policies. In particular, it is necessary to retain capable people," the Minister emphasized.

In the coming time, the Ministry of Home Affairs will advise the Government to issue a decree regulating the application of KPIs to evaluate cadres and civil servants. Evaluation criteria will be developed from practice, suitable to local characteristics.

In addition, the Minister suggested that localities pay attention to the ideology, life, and residence of officials when moving to the new administrative center, while promoting training and fostering skills and expertise for officials and civil servants.

Regarding decentralization, the Minister encourages localities with sufficient capacity to boldly propose decentralization, but first of all, they need to properly implement the assigned contents.

The Minister also noted the need to effectively advise on resolving issues arising after the reorganization of the apparatus and administrative units, including public assets, public housing and commune-level headquarters.

Regarding public housing and headquarters of the commune-level political system, the Government has a specific plan to pay attention and prioritize investment in resources to ensure that commune-level headquarters meet operational requirements, while at the same time requesting localities to pay attention to public housing and resolve policies for civil servants and public employees directly affected by the organization and apparatus in a timely and appropriate manner.

One task that the Minister particularly emphasized was to improve the operational efficiency of the Commune-level Public Administration Service Center. This is where the spirit of service and closeness to the people is most clearly demonstrated. Therefore, it is necessary to arrange competent, dedicated and responsible officials and civil servants to undertake the task. Currently, the Ministry of Home Affairs is researching and proposing appropriate support policies for this group.
