To promote occupational safety and health (OSH) to meet the requirements in the new situation associated with the Resolution of the 13th National Party Congress, the Socio-Economic Development Strategy, the goals of national industrialization and modernization and international integration, the Secretariat requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio- political organizations to focus on leading and directing the effective implementation of OSH solutions. Strive to reduce occupational accidents, especially serious occupational accidents, the rate of fatal occupational accidents decreases by at least 4%/year; the number of workers (NLĐ) working in environments exposed to risk factors who are examined and detected for occupational diseases increases by at least 5%/year; the number of establishments generating harmful factors whose working environment is monitored increases by at least 5%/year.
Safety first
According to the Provincial Council for Occupational Safety and Health, after 1 year of implementing Directive 31 of the Secretariat, in general, the awareness of compliance with the law on occupational safety and health of employees and employers has been clearly raised. Many models of this work in many units are quite effective, especially the proactive application of science and technology in occupational safety and health work. In addition, labor protection policies are implemented in depth and fully; risks are assessed to prevent occupational accidents; equipment to ensure occupational safety and health is invested in.
Rapexco Hoa Hiep Enterprise (Hoa Hiep Industrial Park, Dong Hoa Town) has more than 600 employees, mainly female workers. The enterprise operates in the main industries such as: producing materials from wood, rattan, bamboo, and braided materials to make household products, handicrafts and other related products. The enterprise's products are mainly exported to the European market, creating jobs for local workers.
Ms. Nguyen Thi Lua, Hoa Hiep Nam Ward, who has 15 years of experience working at this factory, shared: The factory's board of directors cares a lot about the workers. Every month, production teams meet to listen to the workers' opinions. Broken machines or lack of labor protection equipment are promptly repaired by the factory and provided to the workers, ensuring a safe and effective working environment.
Mr. Pham Van Son, Head of HSE Department (Safety, Health and Environment) of Rapexco Hoa Hiep Enterprise said: The enterprise's management board determined to build a safety management system, including building processes, regulations, measures to ensure safety at the workplace and establishing a prevention system to ensure stable production. The enterprise also always determined the goal: Safety is number 1 - Safety to ensure stable production. Accordingly, the enterprise established the HSE Department to directly promote the implementation of key activities on safety, health and environment. According to Mr. Nguyen Tai Soa, Deputy Head of the Department of Labor - Employment (Department of Home Affairs), member of the Provincial Occupational Safety and Health Council, through the inspection of occupational safety and health activities at enterprises in the past time, it shows that the leadership and direction of the Party Committees at all levels on occupational safety and health work has been consistent and timely. The propaganda, education, and dissemination of knowledge and laws on occupational safety and health have been carried out seriously, specifically, and effectively. The awareness of compliance of employees and employers with occupational safety and health work has changed positively. The regimes and policies for employees such as: occupational safety and health training, provision of labor protection equipment, periodic health check-ups, health rehabilitation, in-kind compensation for toxic substances, and regimes for unfortunate work accidents and occupational diseases have been paid and implemented promptly according to regulations. Working conditions of employees are increasingly improved, risks of occupational safety are gradually eliminated, contributing significantly to the production and business results of enterprises.

Continue to improve working conditions
International economic integration is placing very high demands on corporate social responsibility in ensuring occupational safety and health for workers.
Currently, all enterprises in the province are seriously implementing policies and laws on occupational safety and health, limiting the occurrence of occupational accidents and diseases. However, according to Mr. Phan Dai Thang, there are still some employers who do not fully understand the meaning and importance of occupational safety and health work, nor do they fully understand the harmful effects and serious consequences that may occur if employees work in an unsafe working environment and have occupational accidents. They have not attached their obligations and responsibilities to ensuring occupational safety and health for employees.
According to Mr. Phan Dai Thang, in order to prevent work-related accidents and occupational diseases, provide good health care, ensure the safety of workers' lives, state assets, assets of enterprises and organizations, and contribute to the sustainable development of the province, in the coming time, continue to strictly implement Directive 31-CT/TW; raise awareness of the importance and effectively implement the work safety and hygiene for workers and employers. At the same time, encourage businesses, production and business establishments, organizations and individuals to contribute resources and implement activities to improve working conditions, take care of workers' health, proactively prevent work-related accidents and occupational diseases, especially for female workers; ensure full and timely regimes and policies on work-related accidents and occupational diseases for individuals and their families.
