According to the report of Dak R'lap District People's Committee, the budget for implementing 3 national target programs (NTPs) in the period of 2022-2024 is more than 194.2 billion VND; of which the central budget is more than 119.6 billion VND and the local budget is more than 74 billion VND.

As of August 30, 2024, the total disbursement has reached more than 105 billion VND, equivalent to 54% of the plan. Of which, the socio-economic development program for ethnic minority areas has disbursed more than 9.7 billion VND (29%), the sustainable poverty reduction program has disbursed 4.8 billion VND (16%), and the new rural program has disbursed more than 92 billion VND (71%). It is expected that the new rural program will reach a disbursement rate of 86.5% by the end of the year.

Implementing the National Target Program on socio-economic development for ethnic minorities and mountainous areas, the district has supported the construction of 12 houses and provided land for 9 households with a total capital of 396 million VND, and is expected to complete 100% disbursement by the end of the year...

In the period 2011-2020, the district has completed the criteria for building new rural areas with 10/10 communes meeting the standards, creating a solid foundation for the period 2021-2025. In particular, the two communes of Dak Wer and Nhan Co have been recognized by the Provincial People's Committee as advanced new rural communes.

After 3 years of implementing the National Target Program on Socio-Economic Development, Dak R'lap district has achieved many positive results, contributing to improving the material and spiritual life of people in ethnic minority and mountainous areas. Specifically, the poverty rate has decreased significantly, along with indicators on clean water reaching 98% and 100%; communes have completed the transportation system, creating favorable conditions for travel and trade.
However, many communes, villages and hamlets still need to improve infrastructure and public services to ensure that they meet the needs of the people. The poverty rate remains high; the demand for vocational training and improving skills for the workforce has not been fully met. The lack of financial resources for livelihood support and poverty reduction programs also makes it difficult for the district to achieve its set goals...

At the monitoring session, comrade Mai Thi Xuan Trung requested Dak R'lap district to have solutions to overcome difficulties and obstacles in the implementation of national target programs, in order to improve the effectiveness of socio-economic development programs.
After the monitoring, the delegation will recommend the Provincial People's Committee to direct departments and branches to remove outstanding problems. In particular, some issues that need to be prioritized include: improving the living environment through synchronous measures; adjusting planning to suit local realities; transferring ineffective projects to projects with better capital attraction potential.
The delegation synthesized recommendations under the authority of the Central Committee and sent them to the Provincial National Assembly Delegation for discussion at the upcoming session.
