The Department of Education and Training of Da Nang has coordinated with the Department of Education and Training of Quang Nam province to review the process, ensuring that the remaining stages of the exam are organized safely, seriously, and continuously based on the principle of 1 Examination Council with many different Secretariats, Marking Boards, and Marking Boards with corresponding numbers that were established before the merger. The 4 on-site principles are also applied to on-site leadership; on-site personnel performing tasks; facilities, equipment; on-site logistics and finance.
On July 1, when the merger of Quang Nam province and Da Nang city was announced, all four leaders of the Department of Education and Training of Quang Nam province were no longer involved in the stages of the 2025 High School Graduation Exam. Of which, the Director of the Department of Education and Training retired before the prescribed time due to the merger of the province, 1 Deputy Director retired from May 1, 1 Deputy Director had a child taking the exam and 1 Deputy Director was transferred by the competent authority to work at another agency.
Therefore, after the merger, Da Nang consolidated and consolidated the Steering Committee, the Examination Council and the committees under the Examination Council. Mr. Nguyen Hoai Nam, Deputy Director of the Department of Education and Training of Quang Nam, now Deputy Director of the Department of Education and Training after the merger, said: "The consolidation helps ensure that the direction and administration of the exam takes place continuously, without any gaps."
Previously, both Da Nang and Quang Nam established the Examination Board based on the current administrative units, along with ensuring funding sources and clearly defining the expenditure levels for the Boards' activities.
Accordingly, Quang Nam has 575 people participating in directing and organizing the exam marking. Of which, the Examination Council has 10 people; the Secretariat: 55 people; the Essay Exam Marking Board: 25 people; the Essay Exam Marking Board according to the 2006 General Education Program: 220 people; the Multiple Choice Exam Marking Board according to the 2006 General Education Program: 23 people and the Exam Marking Board according to the 2018 General Education Program: 242 people.
Da Nang has 15 people participating in the Essay Exam Scoring Board of the 2006 General Education Program, including 1 Head of the Board, 1 Head of the Exam Scoring Subject, 1 Head of the Exam Scoring Group and 16 exam scorers. The total number of officials participating in the Essay Exam Scoring Board of the 2018 General Education Program is 145, including 4 Heads/Deputy Heads of the Board; 1 Head of the Exam Scoring Subject and 4 Heads of the Exam Scoring Group; Exam scorers: 136 people. The total number of officials grading multiple-choice exams is 30 people.
Tighten procedures to ensure candidates' rights
At the exam marking site in Da Nang, the Exam Marking Board arranged 2 tin boxes at the entrance of the exam marking area (No. 154 Le Loi) to store phones and personal belongings of the members of the Exam Marking Board. The Da Nang Department of Education and Training also thoroughly informed all members of the exam marking about items that are not allowed to be brought into the marking area. Fire and explosion prevention equipment was also arranged in the exam marking area.
The Essay Marking Board has 4 marking teams and 1 checking marking team. Each team is arranged with 2 marking rooms: Room A and Room B (dividing the marking team list in half; 2 rooms for unifying scores; 1 room for checking). The seating arrangement for the marking staff ensures that the marking of the exam papers is done according to regulations.
The essay test scoring area in Quang Nam ensures security and safety, has adequate fire prevention and fighting equipment, and is guarded by police 24 hours a day. Accordingly, 14 essay test scoring rooms have security cameras to monitor and record activities in the room 24 hours a day, each room has 2 cameras; 1 essay test scoring room has 2 security cameras to monitor.
The working room of the Examination Council Secretariat and the Examination Board Secretariat in the examination marking area must comply with regulations, with 3 security cameras monitoring and recording activities in the room 24 hours a day. The working room of the Inspection Team ( Ministry of Education and Training ), the examination marking inspector (Department of Education and Training), and the leaders of the Examination Board must be arranged appropriately, ensuring convenience in carrying out their tasks.
In the exam marking area, there is a telephone with a speaker, located in the permanent office of the security police. The room containing the written exam papers and the cabinet containing the exam bags must be safe and secure; there is fire and explosion prevention equipment; there are security cameras to monitor and record activities in the room continuously and there are security police to monitor and supervise 24 hours a day. The camera system is connected by wire to the display screen; a backup power supply is arranged to ensure continuous operation even when there is a power outage; the camera's data storage capacity is guaranteed to be at least 21 days.
Multiple choice test marking equipment such as scanners, servers, workstations, internal LAN systems, and fire fighting equipment are all fully equipped. The marking process, training, and dissemination of regulations to test marking officers are also carried out systematically.
