Da Nang sets the highest determination to end IUU violations

(Chinhphu.vn) - On the afternoon of August 13, the People's Committee of Da Nang City held a meeting to deploy solutions with the highest determination to end IUU violations, protect sustainable aquatic resources, and enhance the reputation of Vietnamese seafood products in the international market.

According to the Department of Agriculture and Environment of Da Nang , the city currently has 4,142 fishing vessels with a length of 6 meters or more. Of these, coastal fishing vessels account for the highest proportion with 2,338 (56.4%), followed by 614 offshore vessels (14.8%) and 1,190 offshore vessels (28.7%).

To date, all fishing vessels in the area have been counted, monitored and managed. Of these, more than 4,000 have been granted fishing licenses, reaching a rate of 96.7%. Notably, 100% of fishing vessels with a length of 15 m or more operating in offshore areas have been equipped with voyage monitoring equipment and are being closely monitored during fishing operations at sea.

The entire city has 223 fishing vessels that do not meet operating conditions, including 4 "3 no" fishing vessels and 219 fishing vessels with expired fishing licenses and expired vessel inspections.

Currently, the Department of Fisheries has compiled a list of these fishing vessels and transferred them to the local authorities for management, close monitoring and regular updates on their operating status and anchorage locations. Notably, from 2024 to present, Da Nang has not had any fishing vessels violating regulations in foreign waters that have been caught and handled.

The city has administratively sanctioned 191 violations with a total fine of more than VND9.8 billion; 100% of the violating fishing vessels have paid the fine. Since the beginning of 2025, the city has administratively sanctioned 66 cases with a total fine of VND6.9 billion, of which the violations were mainly related to the loss of connection to the journey monitoring system (VMS) with 42/66 cases, with a total fine of more than VND6.3 billion.

To completely resolve the shortcomings and limitations in the fight against IUU fishing, the City People's Committee has requested departments, branches and coastal localities to resolutely and effectively implement solutions to combat IUU fishing, ensuring that the city's fishing vessels do not violate foreign waters.

The Department of Agriculture and Environment shall review and strictly manage all fishing vessels, to be completed before August 30; operate the voyage monitoring system 24/7; control 100% of fishing vessels passing through border stations; strictly handle "3 no" vessels and violations of installing voyage monitoring devices (VMS). The city police shall strengthen investigation and handling of brokerage and illegal fishing vessel exploitation in foreign waters; prevent the use of explosives and electric shocks. The People's Committees of coastal communes and wards must attach responsibility to the heads of the anti-IUU fishing results, require fishermen to sign a commitment not to violate, check and mark fishing vessels according to regulations, and closely monitor the "3 no" group of vessels.

Speaking at the meeting, Vice Chairman of the Da Nang People's Committee Tran Nam Hung said that in recent times, the City has continuously directed drastic and strong solutions to combat IUU fishing, in which the peak implementation period is determined to be August and September this year.

The City People's Committee has assigned specific tasks to each department, locality and each individual involved, ensuring that everyone is responsible for all work. Each official, especially the head of an agency or unit, must be directly responsible to the Chairman of the City People's Committee for the implementation results. If there are any mistakes, they will be considered as not completing the task in 2025.

"The handling of violations will be carried out strictly, fairly and "without forbidden zones". Fishermen who violate will be strictly handled according to regulations, without any favoritism. At the same time, officials who allow violations or are lax in management will also be held accountable accordingly. This viewpoint clearly demonstrates Da Nang's determination to remove the EC's "yellow card", protecting the reputation and long-term interests of the local fisheries industry", Mr. Tran Nam Hung emphasized.
