Working together to prevent and reduce child labor

Children need to be protected, cared for and given the conditions to develop comprehensively both physically and mentally. In reality, many children are still being abused for labor due to difficult family economic circumstances or because their parents lack understanding of children's rights. In this situation, preventing child labor becomes an important task, contributing to protecting their rights and creating a foundation for them to develop in a healthy and sustainable way.

Raising awareness and action

According to Article 1 of the Law on Children 2016, a child is a person under 16 years old. All children have the right to live, study, work and develop in a safe and healthy environment . However, in reality, due to difficult economic circumstances and limited awareness of some parents, child labor abuse still occurs.

Instead of going to school, many children have to do hard labor from a young age, especially teenagers and children. Forcing children to do labor at an early age not only deprives them of their right to study and play, but also seriously affects their physical development, mental health and intelligence.

Director of the Department of Health - Specialist Doctor II Huynh Minh Phuc said: “Since 2002, the International Labor Organization (ILO) has chosen June 12 every year as the World Day Against Child Labor with the aim of mobilizing people around the world to pay attention to the issue of child labor and work together to eliminate this situation. This is not only a day to remind people of the painful numbers but also an opportunity for countries and localities to look back on the efforts they have made and continue to make stronger commitments to ending child labor.”

Every child deserves to live, learn and grow in a safe, loving environment free from violence and exploitation.

According to the ILO, World Day Against Child Labour 2025 focuses on an important milestone: the publication of global child labour estimates and trends for 2025. The ILO calls for the full ratification of ILO Convention 138 on the minimum age and the implementation of ILO Convention 182 on the worst forms of child labour.

Ratification and effective implementation of these conventions remain essential to achieving the goals set out in the Durban Call for Action, which urges the aim of strengthening prevention, protection and cooperation for the elimination of child labour.

The ILO works closely with governments, employers' and workers' organizations, civil society and international partners to support policies and programmes that address the root causes of child labour – strengthening social protection, education systems and decent work opportunities for adults and young people.

Create conditions for children to develop comprehensively

The situation of children having to leave school early to work and participate in heavy and hazardous work not only deprives them of their childhood but also prolongs the vicious cycle of poverty and disadvantage. Ending child labor is one of the key tasks in the sustainable development strategy of each country, which requires the synchronous participation and responsibility of the whole society.

In recent times, our Party and State have had many policies and action programs to prevent and combat child labor. The 2016 Law on Children, the 2019 Labor Code and many related documents clearly stipulate the rights of children as well as the responsibilities of individuals and organizations in protecting children from labor exploitation. In addition to the legal framework, coordination programs with international organizations such as ILO, UNICEF, etc. are promoting effectiveness in propaganda work, supporting children and families to overcome difficulties, minimizing the risk of children being lured into early labor.

Protecting children from early labor is not only about preventing illegal behavior but also a long-term journey to care for, support, and create a safe and healthy environment for children to learn, play, and develop. This is the responsibility not only of state management agencies but also of organizations, schools, families, and the whole society.

According to Mr. Huynh Minh Phuc, the province has implemented many synchronous solutions to prevent and combat child labor, such as strengthening inspection and supervision at production facilities and craft villages; organizing communication in the community; supporting children in difficult circumstances to go to school; providing timely advice and intervention when detecting children at risk of labor exploitation. In particular, activities during the Month of Action for Children all incorporate the content of preventing and combating child labor.

Propaganda to raise public awareness in protecting, caring for and educating children

With a core role in propaganda and education to raise awareness of children's rights for young people, parents and children themselves, the Youth Union at all levels in the province has implemented many practical activities.

Secretary of Can Duoc District Youth Union - Dang Vu Khanh informed: The District Youth Union regularly coordinates with departments, branches and organizations to organize the forum Listening to Children's Voices, thereby creating an environment for children to express their thoughts and aspirations; at the same time, helping adults understand and promptly support and protect children's rights.

Communication sessions on child labor prevention and control were also carried out to raise awareness among the community, parents and children themselves about the right to live, study and develop in a safe environment. Not only did the propaganda activities stop there, the District Youth Union also mobilized social resources to practically care for children in difficult circumstances such as giving scholarships, bicycles, school bags, school supplies, etc., contributing to helping them go to school, reducing the risk of dropping out of school and being lured into early labor.

The Women's Union is also an important force in supporting parents, especially disadvantaged women, to understand their responsibilities in raising and educating children. The President of the Women's Union of Tan An City - Huynh Thi Diem Le shared: "We regularly organize branch activities with topics on parenting skills, health care, instructing parents on how to recognize signs of child labor exploitation, thereby raising vigilance and coordinating with local authorities to intervene promptly; at the same time, building models of Safe Houses for Children, Self-governing Women's Groups for Children, Parents in Child Care and Development, etc., contributing to creating a community network to support and monitor children's rights effectively. These accompanying activities demonstrate the joint efforts in preventing and combating child labor - an issue that requires early, strong and persistent intervention to ensure that all children have equal opportunities for development and are not left behind."

Eliminating child labor is a process that requires the synchronization, perseverance and determination of the whole society. Small actions such as reminding relatives not to let children do heavy work, reporting cases of exploitation or simply helping children have the conditions to go to school all have great significance.

Protecting children is not only about exercising basic rights but also investing in the future of the community and the country. When children live safely, learn and develop at the right age, it will be the foundation for building a generation of strong citizens, confident to step into the future./.
