On the afternoon of August 25, the Party Committee of the Military Medical Academy held a conference to review Resolution No. 915-NQ/QUTW of the Central Military Commission on innovation of financial management mechanisms in the military for the 2018-2025 period and Directive No. 85/CT-BQP, Directive No. 97/CT-BQP of the Ministry of National Defense on financial autonomy and the emulation movement to build units with good financial management.

Reporting at the conference, Colonel Doan Van Mau, Head of Politics of the Military Medical Academy, said that on the basis of thoroughly grasping the resolutions, regulations, plans, and instructions of superiors, every year, based on the budget estimate approved by the Ministry of National Defense , the Party Committee and Board of Directors of the Academy direct the Finance Department to coordinate with professional sectors to allocate 100% of the budget assigned by the Ministry.

In particular, priority is given to ensuring the implementation of regimes, policies, and living conditions of the subjects, especially ensuring regular expenditures such as: salaries, allowances, insurance, equipment purchases, infrastructure investment, and technology to serve the assigned tasks.

Strengthen inspection and strict supervision of budget spending and use, compliance with reporting regimes in budget-using units, and prevent expenditures from exceeding permitted resources or being in violation of regulations.

Notably, in the period from 2018 to present, Military Hospital 103 and Le Huu Trac National Burn Hospital have always thoroughly grasped and seriously implemented the direction of the Ministry of National Defense in Directive No. 85/CT-BQP on financial autonomy. The units have deployed solutions and effectively organized activities, ensuring savings, in accordance with the requirements of the tasks and characteristics of the unit's situation.

Specifically, the two hospitals are now basically self-sufficient in factors such as: Costs of drugs, chemicals, supplies; costs of electricity, water, waste treatment, environmental sanitation; costs of maintenance, repair of fixed assets, purchase of replacement tools to perform technical services. In particular, the average rate of self-sufficiency in regular expenditure of the two hospitals is from 108% to 110%/year.

Colonel Doan Van Mau added that in the process of deploying and implementing the above resolutions and directives, there are still some difficulties and limitations such as: the preparation of budget estimates and budget expenditure plans in some units are not close to the content, task requirements and actual conditions of the facility; the prices of medical examination and treatment services with and without health insurance are not enough to cover actual costs; the establishment of norms and prices of medical examination and treatment services for some specialties is still difficult.

Speaking at the conference, Major General Do Dinh My, Deputy Director of the Finance Department (Ministry of National Defense) requested the Military Medical Academy to direct its units to continue studying and grasping the provisions of State laws and instructions of the Ministry of National Defense on financial and budgetary work; to organize strict implementation, in accordance with principles, order, and procedures; to thoroughly grasp and strictly implement directives, resolutions, and regulations of the Party, State, Central Military Commission, and Ministry of National Defense on financial and budgetary management; to implement publicity, transparency, and democracy in all financial activities.

Strengthening financial inspection, examination and supervision; training and fostering a team of financial staff with good qualities and professional capacity to meet the requirements of innovation; strengthening inspection, supervision and post-inspection of the entire process of management and use of the budget and public assets; proactively detecting, preventing and strictly handling according to the provisions of law. At the same time, promoting the emulation movement of "Good financial management units", replicating effective models.
