Hanoi City Police: Strictly ensure drug rehabilitation work

Implement new work effectively

From March 1, 2025, 7 drug rehabilitation facilities under the Hanoi Department of Labor, War Invalids and Social Affairs will be transferred to the Hanoi City Police for management and restructured into 4 facilities under the Drug Crime Investigation Police Department.

In a humane and strict spirit, the City Police immediately got to work with the determination not to interrupt or interrupt, affecting the drug rehabilitation work and the psychology of the students.

157 experienced officers from the Drug Crime Investigation Police Department and the Mobile Police Department (Hanoi City Police) were mobilized to take on the task of managing and operating the rehabilitation facilities and quickly approached and worked side by side with nearly 800 officers, civil servants and employees working there.

City Police officers and soldiers have become familiar with and learned from the old staff to perform well in the new field, maintain effective implementation of tasks; organize a comprehensive review of management processes, build a systematic and rigorous learning and rehabilitation environment; innovate the content of legaleducation , personality and life skills training for students.

Captain Pham Hoang Anh, an officer at Rehabilitation Center No. 2, said that taking over the state management function of drug rehabilitation is also a condition for the police force to grasp the thoughts and aspirations of drug addicts, thereby collecting more information related to the crime situation outside and valuable information to fight drug crimes.

Through the management of drug rehabilitation students, the City Police have developed the collection and exploitation of information and documents on drug crimes in the community by mobilizing 100% of students to participate in reporting drug crimes and social evils. Through this method, the Police have collected 2,348 reports, verified 1,175 reports related to crimes and social evils, some of which are valuable, serving the investigation to clarify criminal acts.

By the end of May 2025, the City Police had received and managed 4,647 students, an increase of 775 drug rehabilitation students and 679 people staying, waiting to determine their addiction status. Of which, the number of compulsory drug rehabilitation students was 3,642 cases; voluntary drug rehabilitation was 804 cases. Notably, 589 students completed the drug rehabilitation process and returned to live in their locality.

Always pay attention to special policies and regimes

Lieutenant Colonel Nguyen The Nhat, Deputy Head of the Drug Crime Investigation Police Department (Hanoi City Police) said that in addition to ensuring discipline, safety, and creating conditions for rehabilitation and reintegration for students, the City Police also pay special attention to the regime and policies for officers, soldiers, civil servants and workers at drug rehabilitation facilities.

In an effort to receive as many officials and employees as possible who are working at drug rehabilitation facilities, the City Police have created favorable conditions in terms of policies and assigned tasks to units. In particular, the Drug Crime Investigation Police Department plays a leading role in examining the political standards of officials and employees who wish to continue working.

This is the basis for carrying out recruitment procedures and continuing to sign indefinite contracts with qualified people according to regulations. Hundreds of officers and soldiers have urgently carried out the examination in a short time to create the most favorable conditions for receiving the maximum number of workers.

In particular, the City Police have researched and advised the City People's Committee to submit to the City People's Council a Resolution on monthly support for officers, soldiers and contract workers at 4 drug rehabilitation facilities. Accordingly, from May 1, 2025, officers and soldiers of the Drug Crime Investigation Police force and contract workers at public drug rehabilitation facilities will receive an allowance of VND 4,960,000/person/month.

Major General Nguyen Hong Ky, Deputy Director of Hanoi City Police, said that officers, soldiers and workers have promoted the highest sense of responsibility, proactively innovated and created creativity in management and education methods for students, ensuring a safe, disciplined, friendly, humane and effective treatment environment to motivate students to be determined to quit drugs and move towards a positive and bright future.

Initial results after 3 months of implementation in Hanoi show the clear effectiveness and efficiency of the new model, which ensures discipline and safety while creating conditions for rehabilitation and real reintegration for addicts. Through the survey, 100% of students expressed their satisfaction with the treatment and study.

“For the students’ relatives, the image of police officers at the rehabilitation facility not only evokes seriousness and discipline but also adds to the belief that their children will be educated and wholeheartedly helped to stay away from drugs and rebuild their lives,” said Deputy Director of the City Police Nguyen Hong Ky.
