According to the approval of the Van Don Urban Development Program to 2030, with a vision to 2040 by Quang Ninh province, Van Don will become a multi-sector, multi-field marine economic zone, an entertainment industry center with casinos, high-end sea and island tourism, and comprehensive services; a synchronous, green, sustainable urban area, adapting to climate change associated with preserving terrain, landscape, and unique identity, effectively exploiting the distinct advantages of geographical location and natural environment. With many resources, including private investment resources, Van Don has made strong progress in recent years.
Ao Tien high-class port (invested by Mai Quyen Company Limited), since the first ship departed on the morning of March 1, 2023, has been the departure point for thousands of ships, bringing millions of people and tourists to island routes and sea and island tourist areas conveniently and safely. During the recent April 30 holiday, Ao Tien welcomed more than 10,000 passengers/day. On April 30 alone, Ao Tien port operated over 150 ships to serve 16,000 tourists passing through the port, of which about 10,000 people departed from Ao Tien to Co To. Ao Tien has truly become an important traffic gateway serving people and tourists on each journey to the island routes.
Currently, seizing the opportunity to develop in the new situation of Van Don, Mai Quyen Company Limited is urgently implementing the Terminal project to be able to put it into operation in 2026. This will be the Ao Tien No. 2 high-class port project, with a capacity of 4 million passengers/year, designed with international standard waiting rooms and a pontoon system that goes up and down according to sea level. The Terminal is intended to serve guests on overnight ships and cruise ships on Bai Tu Long Bay, which is identified as a key marine tourism development strategy of the Van Don marine economic zone in the near future.
Bai Tu Long Bay is also an advantage of Van Don because it is a special bay, associated with the cultural life of the indigenous people. In the heart of Bai Tu Long Bay, there is Bai Tu Long National Park, which is internationally recognized as an ASEAN Heritage Park. In March 2025, Quang Ninh province announced 10 tours to Bai Tu Long Bay, announced 3 tours connecting Ha Long Bay and Bai Tu Long Bay. Currently, the vast Bai Tu Long Bay area, rich in beautiful scenery and resources, has been officially opened, creating a new development chapter for Van Don sea tourism, creating an important growth driver for the Van Don sea economic zone.
Van Don sea is beautiful and rich in aquatic resources, Van Don people are good at seafaring, the district has planned marine farming areas systematically, ensuring orientation for Van Don to develop sustainable and high-value aquaculture, gradually forming large aquaculture areas. Currently, Van Don's mollusk farming area has reached over 3,000 hectares, among the largest mollusk farming areas in the country.
According to a quick report from Van Don district, from March to now, the whole district has harvested nearly 20,000 tons of oysters, worth around 300 billion VND. It is expected that this year, Van Don will harvest nearly 100,000 tons of various types of farmed seafood. The exploitation and aquaculture sector in the district's sea area is currently providing jobs and income for the majority of Van Don people, making an important contribution to social security, household economic development, socio-economic development of the whole area, and contributing to the overall economic growth of Van Don district.
The above positive movements have helped Van Don achieve an average growth rate of 27.4% per year in the period of 2021-2023. From this foundation, it is expected that in the period of 2025-2030, Van Don will achieve an average GRDP growth rate of 23% and by 2030, the total production value will reach 131,000 billion VND, equivalent to 5.6 billion USD; corresponding to GRDP reaching 37,300 billion VND, equivalent to 1.6 billion USD.
